Interpretações da experiência desindustrializante brasileira : o debate nacional recente e o contorno de uma vinculação evolucionária institucionalista

Abstract

Este trabalho trata da desindustrialização recente da economia brasileira, procurando articular a literatura nacional sobre o tema, que toma impulso dos anos 2000 em diante, ao que chamamos de uma vinculação evolucionária institucionalista. Esse último elemento abarca um conjunto de teses alternativas que buscam interpretar diferentes aspectos do desempenho da economia nacional nos termos de um nexo teórico evolucionário institucionalista. Esse nexo, por sua vez, envolve a conjunção entre as tradições evolucionárias neoschumpeterianas e institucionalistas na conformação de uma teoria evolucionária da mudança econômica, um projeto ainda em construção. Destarte, a hipótese subjacente dessa dissertação é que, em sendo o fenômeno da desindustrialização brasileira essencialmente um processo de mudança econômica, ele pode ser interpretado nos marcos de uma teoria evolucionária. Outrossim, os estudos da economia brasileira que se desenvolvem sob essa égide, grosso modo, vão buscar na longa trajetória da indústria brasileira a conformação evolucionária de cumulatividades nos padrões de mudança tecnológica e institucional que implicam em dinâmicas de dependência de trajetória, enraizamento (embededdness) e lock-in institucional. Duas vinculações são adiantadas. Uma primeira, com base em Arend (2009), argumenta que a estratégia de industrialização da economia brasileira entre 1955 e 1980, conquanto bem sucedida em fazer a estrutura nacional se emparelhar ao estado da arte ditado pela então vigente quarta revolução tecnológica – nos termos do modelo histórico-analítico de Perez (2002) – o faz de uma forma tecnologicamente passiva, delegando os setores e segmentos mais dinâmicos às empresas multinacionais, o que debilita as capacidades orgânicas de aprendizado tecnológico dentre o tecido econômico doméstico, condicionando as possibilidades da economia brasileira quando uma quinta revolução tecnológica se impõe dos anos 1980 em diante. Aos 25 anos de catching up se seguiriam 25 anos de falling behind. Uma segunda, fundada no trabalho de Castelli (2017), se articula teoricamente a partir do que chamamos de causação vebleniana e busca relacionar o desempenho das políticas de inovação entre 1995 e 2012 ao enraizamento de um hábito tecnológico ausente ou convalescente dentre o tecido industrial brasileiro. Ao final, conclui-se que essas teses são compatíveis com vários elementos dos polos interpretativos – um ortodoxo, um novo-desenvolvimentista e um intrassetorial – pelos quais a literatura prevalecente sobre a desindustrialização brasileira trata do tema.

This paper deals with the recent deindustrialization of the Brazilian economy, seeking to articulate the national literature on the theme, which takes momentum from the years 2000 onwards, to what we call an institutionalist evolutionary linkage. This last element encompasses a set of alternative theses that seek to interpret different aspects of the performance of the national economy in terms of an institutionalist evolutionary theoretical nexus. This nexus, in turn, involves the conjunction between neoschumpeterian and institutionalist evolutionary traditions in shaping an evolutionary theory of economic change, a project still under construction. Thus, the underlying hypothesis of this dissertation is that, since the phenomenon of Brazilian deindustrialization is essentially a process of economic change, it can be interpreted within the framework of an evolutionary theory. Moreover, studies of the Brazilian economy that develop under this aegis, roughly, will seek in the long trajectory of the Brazilian industry the evolutionary conformation of cumulative patterns of technological and institutional change that imply in dynamics of path dependence, embeddedness, and institutional lock-in. Two bindings are advanced. A first, based on Arend (2009), argues that the strategy of industrialization of the Brazilian economy between 1955 and 1980, while succeeding in making the national structural match the state of the art dictated by the then-current fourth technological revolution - in terms of Perez's historical-analytical model (2002) - does so in a technologically passive way, delegating the most dynamic sectors and segments to multinational companies, which weakens the organic capacities of technological learning among the domestic economic fabric, conditioning the possibilities of the Brazilian economy when a fifth technological revolution was imposed from the 1980s onwards. At 25 years of catching up would follow 25 years of falling behind. A second one, based on the work of Castelli (2017), articulates theoretically from what we call Veblenian causation and seeks to relate the performance of innovation policies between 1995 and 2012 to the rooting of a absent or convalescent technology habit among the Brazilian industrial fabric. In the end, one concludes that these theses are compatible with several elements of the interpretive axis - an orthodox, a new-developmentalist and an intra-sectorial one - by which the prevailing literature on the Brazilian deindustrialization deals with the theme.
