dc.description.abstractO presente trabalho tem por finalidade pesquisar o papel das organizações internacionais na conformação da ordem global, especificamente em relação à arquitetura financeira internacional. Busca-se averiguar o papel desempenhado pelo Novo Banco de Desenvolvimento (NBD) na governança global, tendo como hipótese que este é fruto da institucionalização e amadurecimento do BRICS, plataforma de atuação conjunta que reúne as potências emergentes Brasil, Rússia, Índia, China e África do Sul, representando um desafio ao sistema financeiro internacional estabelecido após a Segunda Guerra Mundial em Bretton Woods. Para verificar a hipótese de trabalho, no primeiro capítulo é feita uma análise sobre o nascimento da ordem financeira internacional a partir de Bretton Woods, explorando o Fundo Monetário Internacional e o Grupo Banco Mundial O segundo capítulo tem por foco demonstrar como se deu a construção do BRICS seus membros fundadores, como base para a projeção de sua influência de maneira a atuar de forma conjunta nos foros de discussão como o G20. O último capítulo demonstra a importância da criação de um banco multilateral de desenvolvimento por potências emergentes e como se dará sua estratégia para os próximos anos. Nas considerações finais, observa-se a importância do NBD em uma disputa ampla de poder na produção de normas e agendas para. Os BRICS procuram alterar a ordem global, sem, entretanto, agir de maneira conflitiva, visto que necessitam das atuais estruturas do sistema internacional para sua consolidação como potência. Indica-se que essa atuação está focada no alargamento da governança, aprimorando os espaços de influência desses países e não na busca pela subversão do sistema. Assim, ainda que atue vinculado às instituições financeiras tradicionais, o Novo Banco de Desenvolvimento simboliza um desafio a estas, em uma proposta de mudança de paradigma no financiamento para o desenvolvimento e na sua consolidação como ferramenta do BRICS para projeção de poder.pt_BR
dc.description.abstractThe purpose of this paper is to investigate the role of international organizations to the design of the global order, specifically in relation to the international financial system. It seeks to verify the role played by the New Development Bank (NDB) in global governance. The hypothesis is that it is the result of the institutionalization and maturation of BRICS, a joint platform that brings the emerging powers: Brazil, Russia, India, China and South Africa representing a challenge to the international financial system established after World War II in Bretton Woods. To check the hypothesis of the study, the first chapter analyzes the birth of the international financial order from Bretton Woods, exploring the International Monetary Fund and the World Bank Group. The second chapter focuses on how BRICS was built b y its founding members as a basis for projecting its influence so that it could act jointly in forums such as the G20 The last chapter demonstrates the importance of creating a multilateral development bank by emerging powers and how its strategy will be developed for the coming years. In the final considerations, it is observed the importance of the NDB in a wide power dispute in the production of norms and to establish agendas. The BRICS seek to change the global order without, however, acting in a conflictive way, since they need the current structures of the international system for its consolidation as emerging powers. It is indicated that this performance is focused on the extension of the governance, improving the spaces of influence of these countries and not on the search for the subversion of the system. Hence, the New Development Bank symbolizes a challenge to traditional financial institutions, even though it acts linked to them, in a proposal to change the paradigm in financing for development and in its consolidation as a BRICS tool for power projection. Therefore, although the New Development Bank acts linked to traditional financial institutions, it ymbolizes a challenge to these, in a proposal of paradigm shift in financing for development and its consolidation as a BRICS tool for power projection.en
