Compra de produtos da agricultura familiar para a alimentação escolar no estado do Rio Grande do Sul

Abstract

Introdução: A aquisição de alimentos da Agricultura Familiar para a Alimentação Escolar permite que alimentos saudáveis possam ser consumidos pelos alunos, e beneficiam agricultores contribuindo para geração de renda no campo. Objetivo: Verificar o percentual de aquisição dos alimentos da Agricultura Familiar para a Alimentação Escolar, em municípios do RS. Métodos: Foram analisados os percentuais de aquisição atingidos entre 2011 e 2014, disponíveis no site do FNDE e questões referentes a um estudo transversal obtidas por questionário eletrônico enviado aos 497 municípios do RS. Resultados: 371 municípios participaram da pesquisa e observou-se aumento dos percentuais de aquisição ao longo dos anos. Houve associação significativa entre os municípios que atingiram o percentual mínimo exigido e envolviam um número maior de atores na articulação do processo. O Nutricionista e o CAE foram os que obtiveram mais formações. Os principais desafios relatados foram a falta de organização dos produtores ou o seu desinteresse em fornecer para o PNAE. Conclusão: Apesar do percentual atingido pelos municípios na compra de produtos da agricultura familiar estar evoluindo, ainda é necessário incentivo para maior organização dos produtores e para que todos os municípios possam cumprir a legislação.

Introduction: The food acquisition for School Feeding from Family Farming allows healthy food to be consumed by the students, and benefits farmers contributing to a job creation in the countryside. Objective: To verify the acquisition percentage of food from Family Farming for School Feeding, in municipalities of RS. Methods: The acquisition percentage reached between 2011 and 2014, available on the FNDE website and questions related to a cross-sectional study obtained by electronic questionnaire sent to the 497 municipalities of RS, were analyzed. Results: 371 municipalities participated in the survey and there was an increase in the percentage of the acquisition over the years. There was a significant association between the municipalities that reached the minimum required percentage and the number of actors in the articulation of the process. The Nutritionist and the CAE were the ones that obtained a higher qualification. The main reported challenges were the lack of organization of the producers or their lack of interest in providing for the PNAE. Conclusion: Although the percentage reached by municipalities in the acquisition of family farming products is evolving, there is still an incentive for a greater organization of producers and for all municipalities to comply with the legislation.
