Incremento da captação de fundos investimentos governo através dos recursos provenientes de convênios de repasses federais efetuados pelas prefeituras

Abstract

Os recursos financeiros são de fundamental importância aos entes públicos municipais para atendimento dos seus programas e a promoção do bem estar social. Dentre estes, os recursos provenientes dos repasses federais são os principais pelo seu montante e a regularidade em que são repassados. Em função de determinação legal e também visando sua proteção frente os efeitos inflacionários os recursos devem ser aplicados financeiramente enquanto não utilizados nos programas a que foram destinados em sua origem. Aos Bancos os recursos disponíveis dos municípios pelo seu montante já justificam a atuação na área do setor público, além disto, às instituições financeiras oficiais onde o Banco do Brasil é uma delas, oportuniza-se em maior grau devido à determinação legal dos recursos deverem estar depositados em bancos públicos e obrigatoriamente investidos. Apesar da importância do investimento para o Banco do Brasil e aos municípios o montante aplicado em Fundos de investimentos do Banco voltados ao Setor Público não tem se modificado significativamente no Estado do RS. Desta forma o trabalho tem como problema principal à identificação dos problemas que dificultam a captação dos recursos federais repassados às prefeituras pela rede de agências do Banco no Estado e visa atender os objetivos do trabalho que procura detectar os motivos que dificultam a captação destes recursos pelas agências e a partir disto propor ações para incrementar do montante investido nos fundos de Investimentos Governo disponibilizados pelo Banco. Os resultados obtidos no trabalho de pesquisa fizeram concluir que o baixo conhecimento dos funcionários quanto aos produtos de captação da área de governo e a falta de eficiência na comunicação do Banco sobre os recursos federais destinados para este fim são fatores que dificultam o incremento dos saldos dos fundos de investimento Governo do Banco. A partir das informações obtidas e visando atender um dos objetivos do trabalho de possibilitar o incremento da captação dos recursos federais transferidos às prefeituras aos fundos de investimentos Governo, propomos, formatamos e implementamos a inclusão de nova rotina de trabalho.

The financial resources are of basic importance to the municipal public beings for attendance of its programs and the promotion of the welfare state. Amongst these, the resources proceeding from the federal views are main for its sum and regularity where they are repassed. In function of legal determination and also aiming at its protection front the inflationary effect the resources must be applied financially while not used in the programs the one that had been destined in its origin. To the Banks the available resources of the cities for its sum already justify the performance in the area of the public sector, moreover, to official the financial institutions where the Bank of Brazil is one of them, to make or feasible in bigger degree due to legal determination of the resources to have to be deposited in public banks and obligatorily invested. Although the importance of the investment for the Bank of Brazil and to the cities the sum applied in Investment fund directed of the Bank to the Public Sector if has not modified significantly in the State of the RS. In such a way the work has as main problem to the identification of the problems that make it difficult the captation of the repassed federal resources to the city halls for the net of agencies of the Bank in the State and aim at to take care of the objectives of the work that it looks to detect the reasons that make it difficult the captation of these resources for the agencies and from this to consider action to develop of the sum invested in investment fund the Government available by the Bank. The results gotten in the research work had made to conclude that the low knowledge of the employees how much to the products of captation of the government area and the lack of efficiency in the communication of the Bank on the destined federal resources for this end they are factors that make it difficult the increment of the balances of investment fund the Government of the Bank. From the gotten information and aiming at to take care of one of the objectives of the work to make possible the increment of the captation of the federal resources transferred to the city halls to investment fund the Government, we consider, we format and we implement the inclusion of new routine of work.
