Trajetórias ocupacionais de trabalhadores desligados do setor de telecomunicações

Abstract

Essa dissertação reconstitui e analisa as trajetórias ocupacionais dos trabalhadores que aderiram ao Plano de Desligamento Voluntário da Companhia Riograndense de Telecomunicações, no ano de 1996, na modalidade de Pedido de Demissão Voluntária. A amostra é constituída de ocupações típicas do setor de telecomunicações (dez instaladores reparadores de rede e dez engenheiros). O período de reconstituição das trajetórias ocupacionais vai do ano de 1996 até o segundo semestre de 2002. A análise dos dados sugere: a) o direito a indenizações significativas que iam além do previsto em lei, oferecida por uma empresa estatal, influenciou de maneira positiva as trajetórias ocupacionais, b) a qualificação profissional mostrou-se um elemento importante para o destino das trajetórias ocupacionais dentro e fora do setor de telecomunicações, atuando, em determinadas situações, como uma variável capaz de compensar a idade mais elevada da força de trabalho, c) os instaladores apresentaram destinos menos virtuosos que os engenheiros, configurando uma ruptura com a inserção ocupacional estável e ascendente que caracterizou as relações de trabalho durante a vigência do monopólio estatal das telecomunicações, d) redes de contatos profissionais auxiliaram os instaladores a reinserirem-se no mercado de trabalho mais rapidamente no período de expansão das telecomunicações e, e) a família, nos momentos de rupturas dos trabalhadores com o mercado de trabalho, atuou, na maioria dos casos, como suporte social, proporcionando auxílio nos momentos de dificuldade e melhores possibilidades de escolha no mercado de trabalho. Em síntese, a análise dos dados sugere que as trajetórias ocupacionais dos trabalhadores foram fortemente determinadas por fatores de ordem estrutural, sendo a ação dos indivíduos uma resposta às transformações e barreiras que passam a encontrar no mercado de trabalho. Dessa forma, os diferentes destinos das trajetórias ocupacionais podem ser interpretados como o reflexo da capacidade ou não de adequação das ações dos indivíduos às transformações estruturais em curso, sofrendo influência de elementos como família e redes de contato na forma ou na qualidade dessa ação.

This dissertation reconstitutes and analyses the occupational paths of the workers who joined the Plan of Voluntary Dismissals of the Riograndense Telecommunications Company (Plano de Desligamento Voluntário - Companhia Riograndense de Telecomunicações), in the year of 1996, in the modality of Voluntary Dismissal Request (Pedido de Demissão Voluntária). The sample is constituted of occupations which are typical of the telecommunications sector (ten installers net repairers and ten engineers). The period of the reconstitution of the occupational paths goes from the year 1996 to the second semester of 2002. The analysis of the data suggests: a) the right to significant damage that were beyond what was predicted in the law, offered by a state enterprise, influenced in a positive way the occupational paths, b) the professional qualification seemed an important element to the destiny of the occupational paths in and out of the telecommunications sector, acting, in certain situations, as a variable capable of compensating the higher age of the workforce, c) installers presented less virtuoso destinies than the engineers, configuring a rupture with the stable and ascending occupational insertion that characterized the work relationships during the telecommunication monopoly by the state, d) nets of professional contact helped installers to go back to the market faster in the period of expansion of the telecommunications and, e) the family, in the moments of ruptures of the workers with thw work market, acted, in most cases, as social support, providing help in the difficult moments and better possibilities of choice in the work market. In summary, the analysis of the data suggests that the occupational paths of the workers were strongly determined by structural factors, and the action of the individuals was a reply to the transformations and the barriers they find in the work market. Thus, the different destinies of the occupational paths can be interpreted as a reflex of the capacity or not, of adequacy to the actions of the individuals to the structural transformations in course, suffering influence of elements such as family and nets of contact in the way and the quality of that action.
