Os incentivos para a indústria automobilística : uma análise comparativa entre o novo regime automotivo de 1996 e o Inovar-Auto 2012

Abstract

O objetivo desta dissertação, através de uma pesquisa quantitativa e qualitativa, é comparar o impacto das políticas industriais automotivas introduzidas pelo governo federal através do Novo Regime Automotivo de 1996 e através do programa Inovar-Auto de 2012. A utilização deste tipo de política pública pelo governo federal pretende atrair e reter investimento estrangeiro no país, garantindo produção local de veículos e gerando postos de trabalho ao longo de toda a cadeia produtiva, objetivando, também, equiparar tecnologicamente a indústria automotiva local, capacitando-a a aumentar sua competitividade global, possibilitando, ainda, o aumento das exportações e ao mesmo tempo a redução dos índices de importações da indústria, gerando maior riqueza local e incentivando que a cadeia produtiva brasileira invista em P&D, qualidade e tecnologia para suprir as necessidades dos modernos projetos automotivos. Cada um dos regimes automotivos foi concebido em épocas diferentes, em cenários econômicos diferentes e possui um conjunto de medidas diferentes. Ao final, concluiu-se que quando analisados os dois regimes quanto ao poder de atração de investimentos ambos justificaram os investimentos, mesmo que, em 2012, o bom desempenho do mercado explique melhor a atração dos investimentos do que as medidas adotadas isoladamente. Referente ao aumento das exportações, o regime de 1996 explica o desempenho crescente das exportações no período, porém o regime de 2012 – Inovar-auto – não se mostra eficaz para aumentar as exportações automotivas brasileiras. Por fim, quanto à análise dos regimes frente às reduções de importações, para o regime de 1996 as medidas do programa não se mostraram eficazes para reduzir drasticamente as importações, sendo que para o regime de 2012 as medidas adotadas no programa impactam diretamente no desempenho das importações do mercado automotivo.

The purpose of this dissertation, through quantitative e qualitative research is to compare the impact of automotive industrial policy by the federal government through the New Automotive Act 1996 and through the Auto-Innovate Program 2012. The use of this type of policy by federal government aims to attract and retain foreign investment in the country, insuring local production of vehicles and creation jobs along the entire producing chain, aiming also technologically mach the local automotive industry, enabling it to increase its global competitiveness, enabling Furthermore, the increase in exports while reducing the rates of imports of industry, generating greater local wealth and encouraging the Brazilian productive chain invests in R&D, quality and technology to meet the needs of modern automotive designs. Each of automotive system is designed at different times, in different economic scenarios and has a set of different measures, At the end, it was concludet that the two regimes when analyzed as to the power of atracttion of investments both justified the investment, even if, in 2012, the good Market performance better explains the atracttion of investments that the measures taken in isolation. Related to the increase in export, the regim in 1996 explains the growing export performance in the period, but the regime of 2012 – Innovate-self – is not efficient to increase Brazilian automotive exports. Finally, as the analysis of regimes in the face of import reductions for the system 1996 program measures were not effective in drastically reducing imports, and for the regime in 2012 the measures adopted in the program directly impact the performance of imports of the automotive market.
