Programa de proteção contra incêndio em uma empresa de Incineração de resíduos sólidos

Abstract

O objetivo desse trabalho foi verificar, identificar, avaliar e implementar um programa de prevenção contra incêndio (PPCI) em um empresa de incineração de resíduos sólidos através da aplicação das normas de segurança. A unidade de incineração esta localizada no munícipio de Cachoerinha/RS e está sujeita ao cumprimento do Decreto 37380/1997 referente às proteções aplicáveis. O programa de prevenção contra incêndios possui o objetivo de proteger e prevenir os trabalhadores e o patrimônio contra um incêndio ou de reduzir sua extensão em caso de ocorrência. A empresa possui dois prédios que são classificados com de risco alto pela norma ABNT NBR 12693:2010 e um reservatório de 2000 litros de óleo combustível. O óleo é utilizado como combustível pelos incineradores. Em um dos prédios é realizada o estoque e incineração de resíduos, no outro, fica o setor administrativo da empresa em um segundo depósito de material. No momento da avaliação de medidas preventivas instaladas apenas um prédio contava com extintores de incêndio e sinalização de emergência e os operadores da unidade não possuíam treinamento em combate e prevenção de incêndios. Inexistiam proteções pontuais por extintores de incêndio para classe C onde havia risco dessa natureza. Por se tratar de resíduos sólidos, quase a totalidade dos riscos envolvem a classe A. O reservatório de combustível cumpriu os requisitos de projeto, instalação e manutenção definidos por lei. Segundo as normas aplicáveis, a empresa é isenta da instalação de sistema de hidrantes e de sistema automático de prevenção contra incêndio em ambos os prédios. Conforme definido no Decreto estadual 37380/1997 as construções são isentas de sistema de proteção das estruturas contra descargas atmosféricas. O reservatório de combustível é isento de sistema fixo de proteção exigida na norma ABNT NBR 17505-7:2006. As medidas preventivas obrigatórias incluem instalação de extintores de incêndio, instalação de sinalização de segurança e treinamento de empregados na prevenção e combate a incêndio.

The objective of this study was to investigate, identify, evaluate and implement a program of fire prevention (PPCI) in a company incineration of solid waste through the application of safety standards. The incinerator is located in the city of Cachoerinha/RS and is subject to compliance with Decree 37380/1997 regarding protections apply. The fire prevention program has the objective to protect and prevent workers and shareholders against a fire or reduce its extent in the event. The company has two buildings that are classified as high risk by the ABNT NBR 12693:2010 and a tank of 2000 liters of fuel oil. The oil is used as fuel by incinerators. In one of the buildings is carried inventory and waste incineration, on the other, is the administrative sector of the company in a second deposit. Upon review of preventive measures installed only one building had fire extinguishers and emergency signaling and operators of the unit had no training in fighting and preventing fires. Protections did not exist for specific fire extinguishers for class C where there was a risk of that nature. Because it is solid waste, almost all of the risks involve the class A. The fuel tank has met the requirements for design, installation and maintenance as defined by law. According to the standards, the company is exempt from the system installation hydrants and automatic fire prevention in both buildings. As defined in Decree 37380/1997 state buildings are exempt from protection system of structures against lightning. The fuel tank is free from fixed system of protection required in ABNT NBR 17505-7:2006. Preventive measures include mandatory installation of fire extinguishers, installation of safety and training employees on prevention and fire fighting.
