Abstract
The purpose of this study is to analyze how racial inequalities intersect with the Public and Social Administration program at UFRGS and how this influences the trajectories of Black students in the course. The purpose of this study is to analyze how racial inequalities intersect with the Public and Social Administration program at UFRGS and how this influences the trajectories of Black students in the course. The analysis begins with a historical examination of the construction of the Brazilian State and its institutions, relating this context to the creation of the program and to the reforms of its Pedagogical Course Project (PPC), which, although referencing diversity and ethnic-racial relations, still do not incorporate racial issues in a structuring way. This qualitative and exploratory research uses the following instruments: literature review, document analysis, and data from the Higher Education Census and UFRGS internal indicators, which allow the observation of access, retention, and graduation of Black and Brown students. The results show that, although access has increased over the years, this progress is not matched by proportional improvements in retention and completion, indicating institutional and structural barriers that continue to shape the educational trajectory. This study contributes by highlighting these inequalities, demonstrating the limits of the PPC and the curriculum in addressing the needs of an increasingly diverse student body, and pointing to paths for curricular improvement, better institutional record-keeping, and stronger support and retention policies. ...
