O uso da inteligência artificial no serviço público do Brasil : poderes Legislativo, Executivo e Judiciário das esferas federal e estadual

Abstract

Este trabalho tem como objetivo demonstrar o quanto a Inteligência Artificial está cada vez mais se tornando uma ferramenta de apoio tecnológico que vem a agregar, trazendo eficácia, acesso mais rápido às informações, automatizando tarefas de grandes volumes e contribuindo com uma melhor gestão dos arquivos no Brasil. Ela se faz presente em todos os poderes da sociedade, Legislativo, Executivo e Judiciário, auxiliando em diversas funções arquivísticas; em arquivos correntes, intermediários e permanentes. Falaremos sobre o tipo de Inteligência Artificial mais utilizada, em que setores da sociedade ela se faz presente, quais as funções arquivísticas que já utilizam a IA e também sobre os aspectos legais do uso de IA no país. É realidade hoje que a grande maioria dos órgãos públicos no Brasil utilizam o sistema SEI (Sistema Eletrônico de Informações), o que consequentemente reduziu drasticamente a massa documental, em formato papel, e isso vem a corroborar com esta pesquisa, qual seja, que as tecnologias vêm a contribuir com o trabalho do profissional arquivista e não para substituí-lo.

This work aims to demonstrate how Artificial Intelligence is increasingly becoming a technological support tool, adding value, providing faster access to information, automating high-volume tasks, and contributing to better archive management in Brazil. It is present in all branches of society: Legislative; Executive and Judicial. It assists in various archival functions; in current, intermediate, and permanent archives. We will discuss the type of Artificial Intelligence most used and in which sectors of society it is present, what Archival functions already use AI, and what are the legal aspects of AI use in the country. It is a reality today that the vast majority of public bodies in Brazil use the SEI system (Electronic Information System), which has consequently drastically reduced the amount of paper-based documents, and this corroborates this research, namely, that technologies are meant to contribute to the work of the archivist professional, and not to replace them.
