A experiência de atuar como estagiário no Conselho Municipal de Saúde de Porto Alegre (CMS/POA) : um relato

Abstract

Este trabalho apresenta um relato de experiência com base no estágio realizado no Conselho Municipal de Saúde de Porto Alegre. A relevância deste trabalho pretende contribuir para o debate acadêmico e profissional sobre a necessidade de qualificação das instâncias de controle social, demonstrando como a atuação de estudantes de Saúde Coletiva e profissionais sanitaristas podem fortalecer e impactar na articulação entre gestão, usuários e comunidade. O objetivo deste relato é descrever a experiência do estágio curricular obrigatório no Conselho Municipal de Saúde de Porto Alegre, com ênfase na implementação do projeto “Apoio técnico-operacional para organização e manutenção dos conselhos locais e distritais de saúde de Porto Alegre”. No relato é detalhado, do ponto de vista prático, o processo de estruturação e implementação do projeto piloto e ressalta a importância de qualificação das instâncias de controle social, justamente por serem as instâncias da saúde mais próximas do dia a dia das comunidades. Os estágios ocorreram no período de 17/07/2023 a 24/11/2023 e de 01/04/2024 a 24/09/2024, durante as 600 horas de atividades práticas. Os estágios foram pactuados sob as duas grandes áreas de atuação (Eixo Promoção, Vigilância e Educação em Saúde; e Eixo Planejamento, Gestão e Avaliação Em Saúde) no período da noite, das 18h às 22h, com supervisão da então Servidora Técnica em Comunicação Social Kátia Camargo de Oliveira e orientação da então Prof.ª Dr.ª Cristianne Famer Rocha.

This work presents an experience report based on an internship at the Porto Alegre Municipal Health Council. The relevance of this work lies in contributing to the academic and professional debate on the need to improve the quality of social control bodies, demonstrating how the work of Public Health students and health professionals can strengthen and impact the articulation between management, users, and the community. The objective of this report is to describe the experience of the mandatory curricular internship at the Porto Alegre Municipal Health Council, with emphasis on the implementation of the project "Technical-operational support for the organization and maintenance of local and district health councils in Porto Alegre". The report details, from a practical point of view, the structuring and implementation process of the pilot project and highlights the importance of improving the quality of social control bodies, precisely because they are the health bodies closest to the daily lives of communities. The internships took place from July 17, 2023 to November 24, 2023 and from April 1, 2024 to September 24, 2024, during 600 hours of practical activities. The internships were agreed upon under two main areas of activity (Health Promotion, Surveillance and Education Axis; and Health Planning, Management and Evaluation Axis) during the evening, from 6 PM to 10 PM, under the supervision of the then Technical Staff Member in Social Communication, Kátia Camargo de Oliveira, and guidance from the then Professor Dr. Cristianne Famer Rocha.
