O conceito de Russkiy Mir e o conflito russo-ucraniano : uma análise construtivista de 2014 e 2024

Abstract

O trabalho analisa o conceito de "Russkiy Mir" ("Mundo Russo") e sua aplicação na política externa da Rússia, com foco na construção de identidade nacional e projeção internacional do país sob a liderança de Vladimir Putin. Como aporte teórico, a pesquisa adota a teoria construtivista das Relações Internacionais, enfatizando o papel de ideias, normas e identidades na formação de comportamentos estatais. O objetivo principal é compreender como o conceito de Russkiy Mir é mobilizado pelo governo russo para sustentar estratégias geopolíticas e culturais, especialmente frente à hegemonia ocidental. Para isso, a metodologia utilizada inclui análise qualitativa de conteúdo de discursos de Putin em dois momentos históricos: 2014, durante a anexação da Crimeia, e 2024. Esses discursos foram analisados à luz da teoria construtivista para identificar elementos de identidade e estratégias narrativas que reforçam a visão russa no cenário internacional. Os resultados apontam que o conceito de Russkiy Mir evoluiu de um modelo cultural pluralista para uma ferramenta geopolítica, sendo utilizado para justificar ações como a anexação da Crimeia e sustentar a identidade russa frente ao Ocidente. Além disso, em 2024, o conceito perde centralidade no discurso oficial, cedendo espaço a uma agenda externa focada em integração e cooperação para enfrentar o isolamento imposto por sanções e tensões com o Ocidente. Ainda assim, o Mundo Russo segue como referência identitária e cultural, com sua ênfase ajustada às novas realidades geopolíticas. A pesquisa conclui que a Rússia, ao promover uma identidade nacional baseada em valores culturais e históricos únicos, posiciona-se como uma alternativa à hegemonia ocidental, utilizando o Russkiy Mir tanto para consolidar sua coesão interna quanto para ampliar sua influência no espaço pós-soviético.

The present paper analyzes the concept of "Russkiy Mir" ("Russian World") and its application in Russian foreign policy, focusing on the construction of national identity and the country's international projection under Vladimir Putin's leadership.As a theoretical contribution, the research adopts the constructivist theory of International Relations, emphasizing the role of ideas, norms, and identities in shaping state behavior. The primary objective of this study is to comprehend how the concept of Russkiy Mir is utilized by the Russian government to support geopolitical and cultural strategies, particularly in the context of Western hegemony.To this end, the methodology employed encompasses qualitative content analysis of Putin's speeches from two historical junctures: 2014, during the annexation of Crimea, and 2024. These speeches were analyzed using constructivist theory to identify elements of identity and narrative strategies that reinforce the Russian vision on the international stage.The results indicate an evolution of the concept of Russkiy Mir from a pluralist cultural model to a geopolitical tool. This evolution is evident in the use of the concept to justify actions such as the annexation of Crimea and to sustain Russian identity in relation to the West. In 2024, the concept underwent a shift in centrality in official discourse, giving way to an external agenda focused on integration and cooperation to address the isolation imposed by sanctions and tensions with the West. Despite this adjustment, the Russian World persists as an identity and cultural reference, with its emphasis adjusted to the new geopolitical realities. The research posits that Russia, by fostering a national identity predicated on distinctive cultural and historical values, is positioning itself as an alternative to Western hegemony, leveraging the Russkiy Mir both to consolidate its internal cohesion and to expand its influence in the post-Soviet space.
