Migrantes LGBTQIAPN+ em Porto Alegre : centralidades, diversidades e fragilidades

Abstract

Porto Alegre é uma cidade que atrai muitos migrantes em busca de educação superior e trabalho. Para os sujeitos LGBTQIAPN+, a migração não necessariamente acontece apenas nestes termos, e pode ter outras motivações relacionadas ao seu gênero ou à sua sexualidade. Nos grandes centros, um transeunte compõe a paisagem e ocupa um mero pensamento paisageiro, do qual logo se esquecem, coisa que não costuma ocorrer nos municípios onde "todo mundo se conhece" e as comunidades frequentemente rechaçam práticas homoeróticas e identidades que não se encaixam na cisheteronormatividade. A pergunta que se busca responder com esta pesquisa é "Como se dá a migração de pessoas LGBTQIAPN+ para Porto Alegre?" e, para tanto, foram traçados os seguintes objetivos. O objetivo geral é compreender a migração e as condições de vida das pessoas LGBTQIAPN+ migrantes em Porto Alegre. Os objetivos específicos são: 1. mapear os bairros de habitação e áreas importantes para essas pessoas na cidade; 2. investigar como se deu o processo migratório em si, isto é, a busca por moradia e a mudança; e 3. identificar as condições de vida em que se encontram essas pessoas. As metodologias utilizadas para atingir os objetivos foram: a) levantamento bibliográfico geral sobre o tema e específico sobre migrações de pessoas LGBTQIAPN+; b) elaboração de questionário e realização de entrevistas para coletar dados primários que foram organizados e analisados; c) elaboração de mapas a partir dos dados coletados nas entrevistas, para espacializar o que foi dito no relato dos participantes; e d) consulta ao Anuário Brasileiro de Segurança Pública, elaborado pelo Fórum Brasileiro de Segurança Pública, para verificar os dados de violência contra a população LGBTQIAPN+ no estado do Rio Grande do Sul. Os resultados obtidos foram que as migrações dos participantes ocorreram em janelas de oportunidade relacionadas à educação e ao trabalho, mas que há motivações para além destas, como o exercício da sua sexualidade e a expressão do seu gênero. Ademais, a aceitação de seus corpos, seus gêneros e suas sexualidades não é homogênea pelo tecido da cidade, mas possui um centro da diversidade dentro de Porto Alegre, a Cidade Baixa. Os mapas produzidos revelaram fragilidades, como a suscetibilidade à desastres advindos da crise climática e da má administração pública, com planejamento urbano ineficaz e falta de protocolos, a restrição espacial dos lugares da comunidade, centralizados em poucos bairros no entorno da Cidade Baixa, e da violência do Estado somada ao apagamento dos dados de violência pelos órgãos de segurança pública em documentos oficiais.

Porto Alegre is a city that attracts many migrants seeking higher education and employment. For LGBTQIAPN+ individuals, migration doesn't necessarily occur solely on these terms; it can have other motivations related to their gender or sexuality. In large urban centers, a passerby becomes part of the landscape, occupying a fleeting thought that is quickly forgotten. This is not typically the case in municipalities where 'everyone knows each other' and communities frequently reject homoerotic practices and identities that don't conform to cisheteronormativity. The question this research seeks to answer is: 'How does the migration of LGBTQIAPN+ individuals to Porto Alegre occur?' To this end, the following objectives were outlined. The general objective is to understand the migration and living conditions of LGBTQIAPN+ migrants in Porto Alegre. The specific objectives are: 1- To map the residential neighborhoods and important areas for these individuals in the city. 2- To investigate how the migratory process itself unfolded, i.e., the search for housing and the move. 3- To identify the living conditions in which these individuals find themselves. The methodologies used to achieve these objectives were: a) A general bibliographic survey on the topic and a specific one on the migration of LGBTQIAPN+ individuals. b) The development of a questionnaire and conducting interviews to collect primary data, which were then organized and analyzed. c) The creation of maps based on the data collected in the interviews, to spatialize what was reported by the participants. d) Consultation with the Brazilian Public Security Yearbook, produced by the Brazilian Forum of Public Security, to verify data on violence against the LGBTQIAPN+ population in the state of Rio Grande do Sul. The results obtained showed that participants' migrations occurred within windows of opportunity related to education and work, but there were motivations beyond these, such as the exercise of their sexuality and the expression of their gender. Furthermore, the acceptance of their bodies, genders, and sexualities is not homogeneous throughout the city's space, but there is a center of diversity within Porto Alegre: Cidade Baixa. The maps produced revealed vulnerabilities, such as susceptibility to disasters arising from the climate crisis and poor public administration, with ineffective urban planning and lack of protocols, the spatial restriction of community places, centralized in a few neighborhoods around Cidade Baixa, and state violence combined with the suppression of violence data by public security agencies in official documents.
