Os negros na Arquivologia : uma análise sobre os discentes dos cursos de Arquivologia no Estado do Rio Grande do Sul

Abstract

Apesar das ações afirmativas implementadas nas últimas décadas, a inserção da população negra no ensino superior ainda reflete profundas desigualdades históricas e sociais. O Brasil, com uma memória coletiva marcada por seu passado escravocrata, carrega em seus arquivos registros que reproduzem estruturas de poder hegemônicas e excludentes. A Arquivologia, como ciência que organiza e interpreta documentos, também é afetada por essas dinâmicas, tanto no conteúdo de seus acervos quanto na composição de seus agentes sociais, como docentes e discentes. Nesse sentido, os cursos de Arquivologia do Rio Grande do Sul oferecem uma oportunidade para investigar a efetividade das ações afirmativas na inclusão de estudantes negros. Então nos deparamos com a questão “Qual é a real inserção de pessoas negras nos cursos de Arquivologia?”, e compreendendo a dimensão da investigação desta pesquisa, nos contentamos, por momento, a pesquisar esta inserção nos cursos de Arquivologia do estado do Rio Grande do Sul, de sua origem até o censo do IBGE de 2022. Logo, este estudo tem como objetivo geral analisar a inserção dos alunos negros nos cursos de Arquivologia do estado do Rio Grande do Sul, refletindo sobre a efetividade das ações afirmativas no combate a desigualdade racial. Para isto recorreremos a dois objetivo específicos: A) caracterizar a adoção de ações afirmativas nas universidades públicas do Rio Grande do Sul que possuam cursos de Arquivologia; e B) mapear os ingressos e graduados negros nos cursos de Arquivologia no Rio Grande do Sul. Para cumprimento destes objetivos foi: A) apresentado os históricos institucionais quanto à adoção das ações afirmativas e a formação de tais cursos; e B) apresentado o quantitativo dos discentes negros que ingressaram e graduaram em tais cursos. Aquém a intenção finalística de analisar a inserção dos negros no ambiente universitário e na Arquivologia, está o propósito de contribuir para debates que compreendam o momento atual da nossa sociedade, e possibilite a reflexão acerca das desigualdades sociais e raciais nos cursos de Arquivologia do estado do Rio Grande do Sul, oferecendo subsídios à formulação e/ou avaliação de políticas públicas. Trata-se de uma pesquisa de natureza básica, com caráter exploratório quanto aos objetivos. Metodologicamente, combina abordagens qualitativa e quantitativa, utilizando-se de procedimentos bibliográficos e documentais para sua fundamentação teórica e confronto de dados. Adotou-se uma perspectiva dialética para análise e interpretação dos conteúdos observados. Os resultados demonstram um aumento percentual significativo da população negra nos cursos de Arquivologia do Rio Grande do Sul após a implementação das ações afirmativas. Contudo, mesmo após a promulgação da Lei 12.711/2012, o percentual de alunos negros matriculados permanece abaixo do necessário para refletir a realidade apontada pelo Censo 2022 do IBGE.

Despite the affirmative actions implemented in recent decades, the inclusion of the Black population in higher education still reflects deep historical and social inequalities. Brazil, with a collective memory marked by its enslaving past, holds archival records that reproduce hegemonic and exclusionary power structures. Archival Science, as a discipline that organizes and interprets documents, is also affected by these dynamics, both in the content of its collections and in the composition of its social agents, such as faculty and students. In this context, Archival Science programs in Rio Grande do Sul present an opportunity to investigate the effectiveness of affirmative actions in including Black students. This inquiry leads to the question: "What is the real inclusion of Black individuals in Archival Science programs?" Understanding the scope of this investigation, we limit ourselves, for the time being, to examining the inclusion of Black students in Archival Science programs in Rio Grande do Sul, from their inception to the 2022 IBGE census. Thus, the general objective of this study is to analyze the inclusion of Black students in the university environment, reflecting on the effectiveness of affirmative actions in addressing racial inequality. To achieve this, we have outlined two specific objectives: A) To characterize the adoption of affirmative actions in public universities in Rio Grande do Sul offering Archival Science programs; and B) To map the enrollment and graduation of Black students in Archival Science programs in Rio Grande do Sul. To fulfill these objectives, we: A) Presented institutional histories regarding the adoption of affirmative actions and the establishment of these programs; and B) Provided quantitative data on Black students who enrolled in and graduated from these programs. Beyond the primary goal of analyzing the inclusion of Black individuals in higher education and Archival Science, this study aims to contribute to discussions that contextualize the current state of our society and foster reflection on social and racial inequalities within Archival Science programs in Rio Grande do Sul. The study also seeks to provide input for the formulation and/or evaluation of public policies. This research is of a basic nature and exploratory in its objectives. Methodologically, it combines qualitative and quantitative approaches, utilizing bibliographic and documentary procedures for theoretical foundation and data comparison. A dialectical perspective was adopted for the analysis and interpretation of observed content. The results show a significant percentage increase in the Black population within Archival Science programs in Rio Grande do Sul following the implementation of affirmative actions. However, even after the enactment of Law 12,711/2012, the percentage of enrolled Black students remains insufficient to reflect the reality indicated by the 2022 IBGE Census.
