A Região transfronteiriça Sant’ana do Livramento-Rivera: cenários contemporâneos de integração/cooperação

Abstract

O objetivo geral do estudo se baseia em analisar os cenários contemporâneos da região tranfronteiriça Sant’Ana do Livramento–Rivera, com ênfase nos atores multiescalares – do Estado, do Mercado e da Sociedade Civil – e seus papéis para a cooperação binacional, identificando ações para o desenvolvimento socioeconômico regional. Enfatiza-se uma multidimensionalidade contemporânea do poder sobre os territórios, com a perda de soberania dos Estados-nação. A emergência de atores do Mercado e da Sociedade Civil gera demandas para a cooperação binacional que se refletem nas zonas de fronteira. O trabalho parte, assim, das políticas de cooperação entre os governos de Brasil e Uruguai para essas regiões. Posteriormente, são identificadas as ações de integração local exercidas pelos atores de Sant’Ana do Livramento e Rivera, enfatizando suas intenções e estratégias. Conclui-se que as políticas de cooperação binacional que se refletem na região são resultado de um contexto geopolítico de integração entre os Estados-nação, assim como das características histórico-geográficas comuns entre as duas cidades.

The main objective of this study is based on the current scenery of the border region of Sant´Ana do Livramento-Rivera, focused on the doers in all levels – government, market and society– and their roles for the binational cooperation, identifying the actions for social and economical development of the region. This work emphasizes a current multidimensional of the power over the territories with the loss of sovereignty of the nation-states. The emergency of doers of the market and the society generate demands for the binational cooperation that are reflected in the border regions. This study starts from the policies of cooperation between the governments of Brazil and Uruguay for those regions. Then, the actions of local integration held by the doers of Sant´Ana do Livramento and Rivera are identified, with emphasis in their intentions and strategies. All the studies lead to the conclusion that the policies of bi national cooperation that are reflected in the region is the result of a geopolitical context of integration between the nation estates, as well as the historical and geographical characteristics both cities have in common.
