O papel da Diretoria de Terras e Colonização no planejamento urbano do norte do Rio Grande do Sul entre os anos 1907 e 1928

Abstract

Este estudo objetiva evidenciar as ações da Diretoria de Terras e Colonização (DTC) para o planejamento urbano e regional da metade norte do estado do Rio Grande do Sul (RS). Entre o final do século XIX e início do século XX, a política de colonização por imigração empreendida pelo governo estendeu-se para essa zona – ainda pouco ocupada para estes fins em razão da topografia difícil e densas florestas. Ao ser transferida da esfera federal para estadual em 1889, a DTC foi criada para gerir a colonização em 1907. No âmbito de suas competências, busca-se responder qual foi o papel deste órgão público no projeto político de modernização e desenvolvimento econômico do RS até 1928. Dentre as práticas do governo para o desenvolvimento do capitalismo estava o povoamento do território, a diversificação econômica e a melhoria dos transportes para a circulação dos produtos da área colonial. Buscando atender essas demandas, a DTC estabeleceu a criação de novas colônias amparadas por sedes urbanas, um Plano Geral de Viação e estudos das quedas d’água com potencial de energia hídrica para a região norte.

This objective study highlights the actions of the Diretoria de Terras e Colonização (DTC) for urban and regional planning in the northern half of the state of Rio Grande do Sul (RS). Between the end of the 19th century and the beginning of the 20th century, a policy of colonization by immigration undertaken by the government extended to this area – which was still somewhat occupied for these purposes due to the difficult topography and dense forests. When covered from the federal to state sphere in 1889, the DTC was created to manage colonization in 1907. Within the scope of its competences, it seeks to answer what was the role of this public body in the political project of modernization and economic development of RS until 1928. Among the government practices for the development of capitalism was the population of the territory, economic diversification and the improvement of transport for the circulation of products from the colonial area. Seeking to meet these demands, DTC distributed the creation of new colonies supported by urban headquarters, a General Transport Plan and studies of waterfalls with water energy potential for the northern region.
