População rural na região do Alto Jacuí/RS : análise sob a perspectiva do desenvolvimento agrícola

Abstract

No intuito de estudar a temática da diminuição da população rural, objetivou-se nesta pesquisa analisar os fatores identificados com o modelo de desenvolvimento agrícola da região do Alto Jacuí/RS relacionados com a diminuição da população rural. O campo empírico do estudo foram os 14 municípios da região do Alto Jacuí, através do recorte espacial metodológico do COREDE Alto Jacuí. Através de amostragem por acessibilidade, foram realizadas 171 (cento e setenta e uma) entrevistas, abrangendo produtores que venderam ou arrendaram suas terras e migraram para a cidade, compradores ou arrendatários e Segmentos Rurais. A análise dos dados qualitativos foi realizada pelo método de análise de conteúdo. Os resultados da pesquisa indicam que esta região tem alcançado expressivo desenvolvimento agrícola e consequente desenvolvimento de outros setores econômicos. Por outro lado, este modelo não tem conseguido desenvolver o meio rural, pois não depende fundamentalmente da população rural para sua consolidação. A inviabilidade de pequenos produtores e consequente busca por melhores condições de vida no meio urbano, o investimento em aquisição de novas áreas devido à necessidade de economia de escala, a saída de jovens e de idosos aposentados para a cidade do seu município, parece transparecer um processo natural neste modelo de desenvolvimento, tendo como fio condutor o elevado preço da terra.

In the intention to study the theme of the rural population decreasing, the gool it aims in this research to analyse the identifying factors with the model of agricultural development of Cruz Alta/ RS region related with the decreasing rural population. The empirical setting to the study were the 14 municipal districts from the Cruz Alta region, through the methodological cropping from CORED Alto Jacuí. Through the sample for acessibility, it were fulfilled 171 (one hundred and seventy-one) interviews including producers that sold or rent their proprieties and migrated to the city, buyers or tenants and Rural Segment. The analysis of the qualitative data was fulfilled by the method of analysis of the content. The results of the research indicate that the region has reached expressive agricultural development and consequent development of other economic sectors. On the other hand, this model hasn't developed the rural environment, because it doesn't fundamentally of the rural population to its consolidation. The individuality of small producers and consequent search for better life conditions in the urban environment, the investment in the acquisition of new areas due to the need for economy of scale, the output of the youthfuls and retired elderlies to the city from their municipal district seems imply a natural process in that model of development, it having like conductor wire the elevated price of the land.
