Educação municipal de Porto Alegre na pandemia : implementação de políticas

Abstract

Este trabalho tem como objetivo entender como se deu a implementação das medidas e políticas públicas desenvolvidas na educação, pela gestão municipal de Porto Alegre, frente à pandemia de Covid-19 em 2020. Essa análise aborda teoricamente a implementação de políticas públicas. Essa pesquisa será feita a partir de uma análise documental das publicações da prefeitura de Porto Alegre, no seu site oficial, tendo em vista recuperar as medidas e políticas promovidas pela prefeitura, junto à secretaria de educação do município no ano de 2020. Além disso, foram feitas entrevistas com uma diretora uma monitora e professore(a)s de escolas públicas da rede municipal de Porto Alegre, com o objetivo de comparar e analisar como as medidas foram comunicadas pela gestão municipal de 2020 e como as escolas municipais se organizaram para implementar essas medidas e se adaptar às necessidades impostas pela pandemia. Com base nessa pesquisa exploratória, foi desenvolvido um formulário a ser aplicado a diretores, professores e monitores da rede municipal de ensino, para entender como se desenvolveu o processo de implementação das medidas e políticas de educação nesse período. Este trabalho se justifica pela ruptura que a pandemia provocou no sistema de ensino municipal. Tem por interesse contribuir com as pesquisas sobre como os trabalhadores da educação municipal de Porto Alegre reagiram às medidas emergenciais durante a pandemia em 2020 e, também, compreender como se deu a comunicação entre a gestão vigente em 2020 e a Secretaria de Educação as direções das escolas. Analisaremos se as medidas e políticas foram formuladas e implementadas conforme a abordagem sequencial chamada de Ciclo de Políticas Públicas (FREY, 2000; MULLER & SUREL, 2002; SECCHI, 2010). E também quais orientações foram seguidas na formulação das medidas e políticas para educação municipal de Porto Alegre. Por fim concluímos que a gestão 2020 de Porto Alegre teve uma comunicação aquém do necessário para o momento pandêmico, principalmente entre a SMED e as escolas municipais, além das políticas públicas terem um desenho não compatível com a teoria abordada neste trabalho.

This work aims to understand how the municipal administration of Porto Alegre implemented public policies and measures in view of the Covid-19 pandemic in 2020. This analysis theoretically addresses the implementation of public policies. This research was based on a documentary analysis of the official publications of the city of Porto Alegre, at its official website, that recovered the steps taken by the city and its education department during the year of 2020. In addition, interviews were carried out with a principal, a monitor and teachers at public schools from the municipal network of Porto Alegre, in order to compare and analyze how the measures were communicated by the 2020 municipal administration and how municipal schools organized themselves to implement these measures and adapt to the needs imposed by the pandemic. Based on this exploratory research, a survey was developed to be applied to directors, teachers and monitors of the municipal education network, to understand how the process of implementing education measures and policies in this period was developed. This work is justified by the rupture that the pandemic provoked in the municipal education system. Its interest is to contribute to research on how workers in municipal education in Porto Alegre reacted to emergency measures during the pandemic in 2020 and, also to understand how communication took place between the current management in 2020 and the Department of Education and the directions of the schools. We will analyze if the measures and policies were formulated and implemented according to the sequential approach called the Public Policy Cycle (FREY, 2000; MULLER & SUREL, 2002; SECCHI, 2010), and what guidelines were followed in the formulation of measures and policies for municipal education in Porto Alegre. Finally, we conclude that the 2020 administration in Porto Alegre communication efforts between SMED and municipal schools during the Covid 19 pandemic were insufficient, and the public policies designed were not compatible with the theory addressed in this work.
