Redes de políticas públicas : a articulação entre atores públicos e privados para a promoção do turismo no município de Osório-RS

Abstract

O presente artigo visa realizar um debate, sobre a importância da articulação entre os atores da esfera pública e privada para a promoção do turismo em Osório/RS, amparando-se para tanto na perspectiva da policy network. Para atingir o objetivo, usou-se como suporte metodológico a revisão bibliográfica, bem como, entrevistas semiestruturadas com representantes da Emater e Prefeitura Municipal de Osório. Com este estudo foi possível identificar, que tanto a implementação do roteiro turístico Osório Rural, quanto à promoção do turismo nas demais localidades do munícipio, depende em alguma medida da efetiva articulação desta rede de atores que se formou.

This article aims to debate the importance of articulation between actors in the public and private spheres for the promotion of tourism in Osório/RS, based on the policy network perspective. To achieve the objective, the bibliographic review was used as methodological support, as well as semi-structured interviews with representatives of Emater and the Municipality of Osório. With this study, it was possible to identify that both the implementation of the Osório Rural tourist itinerary, as well as the promotion of tourism in other locations in the municipality, depends to some extent on the effective articulation of this network of actors that was formed.
