"Los trabajadores han escrito una página maravillosa de su historia" : a resistência dos trabalhadores sindicalistas diante do recrudescimento autoritário no Uruguai (1967-1976)

Abstract

O presente trabalho investiga as formas de resistência dos trabalhadores sindicalizados uruguaios diante do recrudescimento autoritário no Uruguai, no período entre 1967 e 1976. O recorte temporal dessa pesquisa é definido pelo início do Pachecato, em 1967, e se estende até a desestruturação da CNT no exílio argentino, em 1976, que marcou um recuo nas possibilidades de ação e enfrentamento dos trabalhadores contra a ditadura. Nesse trabalho, o conceito de resistência é compreendido como um conjunto de ações voltadas para a defesa de valores considerados essenciais à humanidade quando esses estão sob ataque, principalmente institucional. O principal problema de pesquisa consiste na investigação sobre as formas que o movimento sindical uruguaio e seus integrantes, principalmente aqueles ligados à CNT, foram afetados e perseguidos pelo recrudescimento repressivo institucional uruguaio. Para isso, são analisadas diferentes fontes, que incluem legislação sindical do período, estatutos de agremiações, fontes orais e dossiês produzidos por órgãos repressivos e por órgãos de reparação histórica. Compreendemos que diferentes conjunturas repressivas demandaram dos trabalhadores diferentes estratégias de resistência, ainda que ela fosse moldada pelo acúmulo de experiências

The present study investigates the forms of resistance of Uruguayan unionized workers in face of the authoritarian resurgence in Uruguay. The time frame of this research accounts for the beginning of the Pachecato regime, in 1967, and extends to the disintegration of CNT in Argentine exile, in 1976, which weakened the possibilities of action and confrontation of workers against the dictatorship. We understand the concept of resistance as a set of actions aimed at defending values considered essential to humanity when these are under attack, especially institutional attack. The main research issue lays in the investigation of how the Uruguayan unionist movement and its members, particularly those linked to CNT, were affected and persecuted by the resurgence of the Uruguayan institutional repression. To this end, different sources are analyzed, including the union legislation of the period, association statutes, oral sources, and dossiers produced by repressive institutions and reparation agencies. We recognize that different repressive situations demanded different resistance strategies, which were shaped by the accumulation of experiences
