Interação universidade – organizações na área das ciências da saúde no Brasil : uma caracterização a partir dos parceiros

Abstract

Partindo da abordagem dos sistemas nacionais de inovação, o trabalho pretende contribuir para caracterizar as interações entre os principais atores do sistema de saúde do Brasil. O objetivo deste trabalho é analisar a evolução recente e as motivações e dificuldades presentes nas interações estabelecidas entre grupos de pesquisa e outras organizações na grande área da saúde dos estados de SP, RJ, MG e RS. Para tanto, em um primeiro momento foram obtidos dados do Diretório de Grupos de Pesquisa do Conselho Nacional de Desenvolvimento Científico e Tecnológico (DGP/CNPq) para os anos de 2010, 2014 e 2016, valendo-se da estatística descritiva para compreender o papel das universidades no setor. Em resumo, observou-se que houve um aumento dos grupos, interações e parceiros na rede de 2016 em comparação a 2010, fortemente impulsionados pelas universidades públicas. No entanto, o crescimento do total de organizações colaboradoras é dado majoritariamente por instituições de ensino e pesquisa, junto da redução da fração de firmas. A partir da pesquisa empírica com o uso do método survey, procurou-se compreender as características, no que concerne as motivações e dificuldades enfrentadas pelos grupos. Por conseguinte, verificou-se que as principais razões das parcerias são dadas pela busca de maior excelência acadêmica e de recursos financeiros. Já as dificuldades mais relevantes são ocasionadas pela burocracia as universidades e hospitais, escassez de investimentos para custear a pesquisa e, por fim, a falta de conhecimentos das atividades e necessidades das universidades e empresas.

Starting from the approach of national innovation systems, the work aims to contribute to characterize the interactions between the main actors of the Brazilian health system. This paper’s goal is to analyze the recent evolution and the motivations and difficulties present in the interactions established among research groups and other organizations in the health area of the states of SP, RJ, MG and RS. In order to do so, data were initially obtained from the Directory of Research Groups of the National Council for Scientific and Technological Development (DGP / CNPq) for the years 2010, 2014 and 2016, using descriptive statistics to understand the role of universities in the sector. In summary, it was observed that there was an increase in groups, interactions and partners in the 2016 network compared to 2010, strongly driven by public universities. However, the growth of the total of collaborating organizations is mainly given by educational and research institutions, along with the reduction of the fraction of firms. From the empirical research using the survey method, we sought to understand the characteristics, regarding the motivations and difficulties faced by the groups. Therefore, it was found that the main reasons for partnerships are given by the pursuit of greater academic excellence and financial resources. Already the most relevant difficulties are caused by the bureaucracy universities and hospitals, shortage of investments to fund research and, finally, the lack of knowledge of the activities and needs of universities and companies.
