O Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (REUNI) na Escola de Administração da Universidade Federal do Rio Grande do Sul : análise das adaptações estruturais

Abstract

O tema de pesquisa deste estudo é a expansão do acesso ao ensino superior público e suas implicações nas estruturas organizacionais da UFRGS. O estudo analisou a estrutura organizacional da UFRGS frente ao processo de adesão ao REUNI, particularmente o caso da EA. A investigação buscou referenciais que possibilitaram a análise da expansão no acesso à educação superior na UFRGS. Foram apresentadas sínteses de políticas públicas educacionais no Brasil, incluindo o REUNI. A pesquisa também buscou elementos teóricos, que subsidiaram a análise da estrutura organizacional da UFRGS e, em particular, da EA, no processo de expansão do ensino superior. O apoio teórico utilizado nessa análise foi a teoria da contingência estrutural. Como estratégia de pesquisa, adotou-se o estudo de caso do REUNI na UFRGS, no período de 2008 a 2012. Os dados foram obtidos, principalmente, através de pesquisa documental e relatos em entrevistas com professores da EA. Os principais fatores contingenciais identificados da pesquisa, na UFRGS, foram o próprio Programa REUNI e a expansão dos cursos de graduação. Na EA, foram identificados, como fatores contingenciais, a criação da linha de formação específica de Administração Pública e Social e as Diretrizes Nacionais Curriculares de Graduação em Administração Pública, que permitiram a criação do curso de Administração Pública e Social. Através da pesquisa realizada, constatou-se que a PROGRAD da universidade se adaptou às contingências impostas pelo ambiente, modificando a sua estrutura organizacional, de forma a viabilizar a expansão dos cursos de graduação. No âmbito da EA, se percebeu uma maior diversificação de especialidades dos docentes. Em função da criação da graduação em Administração Pública e Social, houve demanda por especialistas na área para docência e espaço físico para as atividades do curso. Também se verificou que a sua estrutura organizacional não foi modificada no seu Regimento, no período do REUNI. Posteriormente ao REUNI, a partir de 2018, verificou-se uma pequena alteração na estrutura organizacional da EA com a instituição do Núcleo Docente Estruturante e da aprovação da criação da Comissão de Graduação do curso de Administração Pública e Social.

The research theme of this study is the expansion of access to public higher education and its implications in the organizational structures of UFRGS. The study analyzed the organizational structure of UFRGS regarding the process of joining REUNI, particularly the case of EA. The research sought references that allowed the analysis of the expansion in access to higher education in UFRGS. Syntheses of educational public policies in Brazil, including REUNI, were presented. The research also sought theoretical elements, which subsidized the analysis of the organizational structure of UFRGS and, in particular, the EA, in the process of expansion of higher education. The theoretical support used in this analysis was the theory of structural contingency. As a research strategy, we adopted the REUNI case study at UFRGS, from 2008 to 2012. The data were obtained mainly through documentary research and reports in interviews with EA teachers. The main contingency factors identified in the research, at UFRGS, were the REUNI Program itself and the expansion of undergraduate courses. At EA, as contingency factors, the creation of the specific training line for Public and Social Administration and the National Curricular Guidelines for Graduation in Public Administration were identified, which allowed the creation of the Public and Social Administration course. Through the research, it was verified that the university's PROGRAD adapted to the contingencies imposed by the environment, modifying its organizational structure, in order to make possible the expansion of undergraduate courses. Within EA, there was a greater diversification of teachers' specialties. Due to the creation of the graduation in Public and Social Administration, there was demand by specialists in the area for teaching and physical space for the activities of the course. It was also found that its organizational structure was not modified in its Rules of Procedure during the REUNI period. Subsequently to the REUNI, from 2018, there was a small change in the organizational structure of EA with the institution of the Structuring Faculty and approval of the creation of the Graduation Commission of the Public and Social Administration course.
