Crise fiscal e despesas com pessoal : um estudo exploratório sobre o município de Cachoeirinha/RS (2012 – 2017)

Abstract

Trata-se de estudo exploratório que visa verificar em que medida os gastos com pessoal são o elemento responsável pela crise financeira do município de Cachoeirinha/RS. O objetivo é analisar se a hipótese de que os gastos com pessoal são efetivamente o principal fator responsável pela crise fiscal enfrentada pelo município. Para tanto, analisam-se as contas (receitas e despesas), no período de 2012-2017; descrevem-se os gastos com pessoal (ativos e inativos) identificando os seus principais elementos; e, caracterizam-se as despesas nas principais áreas responsáveis pela prestação de serviços e investimentos. Foram analisadas três áreas que abrangem a ação da Administração Pública no primeiro ano de mandato do prefeito Miki Breier: as finanças públicas; as medidas relacionadas às práticas de gestão implementadas pela nova administração aos funcionários públicos; e, as visões técnico-políticas dos informantes-chave que colaboraram para esse estudo. A pesquisa realizada apresenta características exploratórias partindo da análise documental e bibliográfica, analisam-se os projetos de lei referentes às ações da administração pública municipal, bem como, verifica-se os dados financeiros no sítio eletrônico do Tribunal de Contas do Estado do Rio Grande do Sul (TCE-RS), nas áreas e período determinado no estudo. Com base na análise dos dados e informações referentes ao período estudado, observa-se que, no último ano desse período, o atual Governo implementou medidas que alteraram o caráter da administração pública municipal promovendo a retirada de conquistas adquiridas que provocaram a diminuição da máquina pública como justificativa ao desequilíbrio financeiro que o município enfrenta. Considera-se que a hipótese de que os gastos com pessoal são efetivamente o principal fator responsável pela crise fiscal enfrentada pelo município de Cachoeirinha se confirma parcialmente, apesar do desequilíbrio financeiro apontado nesse trabalho.

This is an exploratory study that aims to verify the extent to which personnel expenses are the element responsible for the financial crisis of the municipality of Cachoeirinha/RS. The objective is to analyze if the hypothesis that the expenses with personnel are effectively the main factor responsible for the fiscal crisis faced by the municipality. To this end, the accounts (revenues and expenses) are analyzed for the period 2012 to 2017; the personnel expenses (assets and inactive) are described, identifying its main elements; and, the expenses in the main areas responsible for the provision of services and investments are characterized. Three areas covering Public Administration action in the first year of Mayor Miki Breier's term were analyzed: public finances; the measures related to the management practices implemented by the new administration to public officials; and the technical-political visions of the key informants who collaborated for this study. The research carried out presents exploratory characteristics based on documentary and bibliographical analysis, the bills related to the actions of the municipal public administration are analyzed, as well as the financial data on the website of the Court of Auditors of the State of Rio Grande do Sul. South (TCE-RS), in the areas and period determined in the study. Based on the analysis of the data and information regarding the studied period, it’s observed that, in the last year of this period, the current Government implemented measures that changed the character of the municipal public administration promoting the withdrawal of acquired conquests that caused the decrease of the public machine as justification to the financial imbalance that the municipality faces. It’s considered that the hypothesis that personnel expenses are effectively the main factor responsible for the fiscal crisis faced by the municipality of Cachoeirinha is partially confirmed, despite the financial imbalance pointed out in this study.
