A viabilização dos direitos e a responsabilidade pelos jovens adultos com agravos em saúde mental em acolhimento institucional quando sobrevém a maioridade civil

Abstract

O presente trabalho de conclusão de curso trata sobre o acolhimento institucional de jovens e adultos em serviços de atendimento para crianças e adolescentes. Tendo como objetivo central investigar sobre o acolhimento da população jovem adulta com deficiência intelectual e/ou transtornos mentais em um espaço destinado ao acolhimento de crianças e adolescentes, a fim de contribuir para a viabilização dos direitos dessa população. Como problema busca-se responder nesta pesquisa como os cuidados prestados pelo Estado aos acolhidos com agravamentos em saúde mental, após a chegada da maioridade civil, em serviços de acolhimento para crianças e adolescentes da Fundação de Proteção Especial do Rio Grande do Sul contribuem para os direitos dessa população? As questões orientadoras emergiram da vivência de estágio obrigatório em um dos Núcleos de Acolhimento Residencial. Nesse âmbito, a investigação foi pelo pressuposto de que o acolhimento da população jovem e adulta em instituições com serviços destinados a crianças e adolescentes muitas vezes não consegue atingir a garantia plena dos direitos dessa população, uma vez que a prioridade de atendimento é das crianças e adolescentes que estão acolhidos nesse espaço e não há nenhuma regulamentação específica para o atendimento da população adulta na instituição. Para as aproximações sucessivas e apreensão da realidade, a pesquisa foi pautada na perspectiva crítica a partir do método dialético, o qual permite compreender as múltiplas determinações que constituem a realidade social e sua dinamicidade. A pesquisa possui caráter exploratório, de natureza qualitativa. Para a coleta de dados, utilizamos técnicas de pesquisa bibliográfica, documental, empírica, esta última com coleta de entrevistas com as assistentes sociais dos Núcleos de Acolhimento Residencial e equipe do Núcleo de Avaliação e Monitoramento e Pesquisa da Fundação de Proteção Especial. No desenvolvimento do trabalho, discute-se a cultura de institucionalização de crianças e adultos com agravos em saúde mental no Brasil como expressão da questão social e os reflexos desses processos nos dias atuais no acolhimento da população jovem e adulta; finalizando com as contribuições das assistentes sociais no âmbito do acolhimento institucional. Como resultado preliminar, sinalizamos que a população jovem e adulta com agravos em saúde mental que vive institucionalizados desde a infância ou adolescência segue em um limbo onde não há perspectivas de serviços e aparatos legais para seu atendimento e acolhimento.

The present work of conclusion of course is about the institutional reception of young people and adults in services of care for children and adolescents. Its main objective is to investigate the reception of the young adult population with intellectual disability and / or mental disorders in a space for the reception of children and adolescents, in order to contribute to the realization of the rights of this population. The problem that we seek to answer in this research was how the care provided by the State to the foster children with worsening mental health, after the arrival of the civilian majority, in services of reception for children and adolescents of the Fundação de Proteção Especial do Rio Grande do Sul contribute to the rights of this population? The guiding questions emerged from the experience of mandatory internship in one of the Residential Reception Centers. In this context, the investigation was based on the assumption that the reception of the young and adult population in institutions with services aimed at children and adolescents often fails to achieve the full guarantee of the rights of this population, since the priority of care is for children and adolescents who are welcomed in this space and there is no specific regulation for the care of the adult population in the institution. For the successive approximations and apprehension of reality, the research was based on the critical perspective from the dialectical method, which allows to understand the multiple determinations that constitute the social reality and its dynamicity. The research has exploratory character, of qualitative nature. For the collection of data, we used bibliographic, documentary, empirical research techniques, the latter with interviews with the social workers of the Residential Reception Nucleuses and the Evaluation and Monitoring and Research Center of the Special Protection Foundation. In the development of the work, we discuss the culture of institutionalization of children and people with mental health problems in Brazil as an expression of the social question and the reflexes of these processes in the present day in welcoming the young and adult population; ending with the contributions of social workers in the area of institutional reception. As a preliminary result, we indicate that the young and adult population with mental health problems that have been institutionalized since childhood or adolescence continue in a limbo where there are no prospects of services and legal devices for their care and reception.
