Crédito rural de curto prazo no Brasil : um breve histórico e uma análise do período mais recente

Abstract

A agricultura sempre teve um importante papel no desempenho da economia brasileira. Dessa forma, a política agrícola, materializada na figura do crédito rural, é um dos principais instrumentos utilizado pelo governo brasileiro para estimular o setor agropecuário. Dessa forma, o presente trabalho apresenta um breve histórico do desenvolvimento e da institucionalização do crédito rural no Brasil, bem como uma análise do desempenho das linhas de curto prazo no período mais recente. Desde 1965, quando se deu a institucionalização do crédito rural, em períodos no qual a economia brasileira não tinha um bom desempenho, o volume de crédito disponibilizado ao setor agropecuário teve um significativo retrocesso. Posto isso, os anos de 2015 e 2016 caracterizaram um período de forte recessão econômica, que teve impactos em todos os setores da economia. O setor agropecuário, em específico, também não passou ileso por esse período. Após a análise das bases de dados disponíveis pelo Banco Central, é possível afirmar que o crédito rural como um todo teve uma redução no período de 2013 a 2017, em razão do mau desempenho das linhas de longo prazo. As linhas de custeio e comercialização, por sua vez, cresceram, apoiadas no aumento da tomada de crédito dos maiores produtores, em decorrência dos aumentos nos limites de crédito ao produtor visto nos últimos anos.

Agriculture has always played an important role in the performance of the Brazilian economy. In this way, the agricultural policy, materialized in the rural credit figure, is one of the main instruments used by the Brazilian government to stimulate the agricultural sector. Thus, the present paper presents a brief history of the development and institutionalization of rural credit in Brazil, as well as an analysis of the performance of short term credit lines in the most recent period. Since 1965, when the rural credit institutionalization took place, in periods when the Brazilian economy did not perform well, the volume of credit available to the agricultural sector showed a significant setback. That said, the years of 2015 and 2016 marked a period of strong economic recession, which had impacts on all sectors of the economy. The agricultural sector, in particular, also did not go unharmed during this period. After analyzing the databases available by the Central Bank of Brazil, it is possible to affirm that rural credit as a whole had a reduction in the period from 2013 to 2017, due to the poor performance of long term credit lines. The production and marketing lines, on the other hand, grew, supported by the increase in the credit taking of the largest producers, due to the increases in the limits of credit to the producer seen in recent years.
