Assistência técnica e extensão rural : ação de uma entidade civil e outra de caráter público em Caçapava do Sul – RS no período de 2015 – 2017

Abstract

No município de Caçapava do Sul o serviço de assistência técnica e extensão rural vem sendo desenvolvido por duas entidades distintas, uma de caráter pública e a outra uma instituição civil sem fins lucrativos. A função de cada uma dessas entidades é acompanhar e orientar agricultores familiares do Município na melhoria dos seus sistemas produtivos e contribuir para o desenvolvimento rural local. O objetivo dessa pesquisa foi compreender como estão estruturadas essas entidades de ATER e quais são os seus mecanismos de atuação entre os anos de 2015 e 2017. A partir disso, buscou-se analisar por meio de entrevistas com agricultores familiares que recebem o serviço de ATER se o trabalho realizado vem tendo resultados satisfatórios. A metodologia utilizada foi coletar informações através de entrevistas semiestruturadas feitas com agricultores e técnicos de campo das referidas entidades e com esses dados em mão foi possível compreender o alcance e a importância dos serviços de ATER para a agricultura familiar no Município. Com os trabalhos desenvolvidos pelas instituições ficou evidente a melhoria de produtividade das unidades agrícolas e um melhor uso e aproveitamento dos recursos naturais, no entanto, no aspecto econômico o serviço de ATER ainda se mostra ineficiente em conseguir cooperar na organização da produção, agregação de valor e criação de mecanismos de comercialização dos produtos da agricultura familiar.

In the municipality of Caçapava do Sul, the technical assistance and rural extension service has been developed by two distinct entities, one of public character and the other a non-profit civil institution. The function of each of these entities is to accompany and guide family farmers in the Municipality in improving their productive systems and thereby contribute to local rural development. The objective of this research was to understand how these are structured entities ATER and what are its mechanisms of action between the years 2015 and 2017. From this, it sought to analyze through interviews with farmers who receive the service ATER if the work done has given satisfactory results. The methodology used was to collect data through semi-structured interviews with farmers and field technicians of these entities. With these data in hand it was possible to understand the scope and importance of the ATER services for family agriculture in the Municipality. With the work developed by the institutions, it was evident the improvement of productivity of agricultural units and a better use and utilization of natural resources, however, in the economic aspect the ATER service is still inefficient in being able to cooperate in the organization of production, and creation of marketing mechanisms for the products of family agriculture.
