O ingresso da Venezuela no Mercosul : balanço e perspectivas

Abstract

O MERCOSUL é um processo de integração regional localizado na América do Sul. Teve sua criação formalizada pelo Tratado de Assunção, em 1991, incluindo Argentina, Brasil, Paraguai e Uruguai. Inicialmente, seu objetivo central era criar um mercado comum na região. Entretanto, ao longo dos seus primeiros quinze anos, notadamente, manteve especial preocupação com questões de corte comercial. Hoje, ainda, é uma união aduaneira imperfeita e o sonho do surgimento de um mercado comum parece distante. Porém, em 2006, houve um fato novo no MERCOSUL: a assinatura do Protocolo de Adesão da Venezuela, frente a um cenário de governos denominados de progressistas nos países membros do processo de integração regional. Entretanto, a ratificação do Protocolo apenas se deu em 2012, durante a suspensão do Paraguai, por descumprimento da cláusula democrática. Nesse mesmo sentido, também foi firmado o Protocolo de Adesão da Bolívia, ainda em 2012. Porém, as recentes mudanças no cenário político da América do Sul, com o surgimento de uma nova correlação de forças no continente e, em especial nos países membros do MERCOSUL, vem gerando uma situação de incerteza quanto ao futuro da Venezuela no bloco. Nesse sentido, este trabalho busca responder ao seguinte problema de pesquisa: em que medida as alterações políticas recentes dos países membros do MERCOSUL impactam a atuação da Venezuela no bloco? O principal objetivo central analisar o impacto do ingresso da Venezuela no MERCOSUL. Os objetivos específicos são: contextualizar a atual situação do MERCOSUL; abordar as ações da Venezuela dentro do MERCOSUL; discutir como a nova configuração política irá influenciar no processo de integração regional. Trata-se de uma pesquisa com método hipotético-dedutivo, de caráter qualitativo e com técnicas de pesquisa bibliográfica e documental.

MERCOSUL is a regional integration process based in South America. It had its creation formalized by the Treaty of Asunción in 1991; and it includes Argentina, Brazil, Paraguay and Uruguay. Initially, its main goal was to build a common market in the region. Nonetheless, throughout its first fifteen years, it has notably kept a particular concern about commercial issues. Nowadays, it still is an imperfect Customs Union and the emergence of a common market seems like a distant dream. However, in 2006, a new factor showed up in MERCOSUL: the signature of Venezuela’s Accession Protocol, against a scenario of socalled progressive governments in the member countries of the regional integration process. Notwithstanding, the ratification of the Protocol only occurred in 2012, during the suspension of Paraguay for non-compliance of the democratic clause. In that sense, Bolivia also signed the Accession Protocol within this same year. Nonetheless, recent changes in political scenario of the South America – with the emergence of a new correlation of forces in the continent and, in particular, in the member countries of MERCOSUL – has generated a situation of uncertainty about the Venezuela’s future in the bloc. Thence, this academic paper aims to answer the following research problem: to what extent do the recent political changes of the country members of the MERCOSUL affect the performance of Venezuela in the bloc? In addition, it has as main objective to analyze the impact of Venezuela’s entry into MERCOSUL as well. Besides that, there also are specific purposes, which are the following: contextualize the present situation of MERCOSUL, address Venezuela’s actions within MERCOSUL, and discuss how the new political configuration will influence the regional integration process. It is about a research with a hypothetical-deductive method of qualitative nature and with bibliographical and documentary techniques of research.
