O aumento da competitividade tem alterado a forma como as pessoas são gerenciadas pelas organizações. A fim de obter vantagem competitiva, as empresas precisam alinhar seus colaboradores com a estratégia de negócio, e isso pode ser alcançado através da utilização de um modelo de gestão de pessoas. Este artigo tem como objetivo propor um modelo que integra aspectos estratégicos e por competências. Para tanto, o estudo compreendeu diferentes fases. Primeiramente foi realizada uma Revisão Sistemática da Literatura, a fim de analisar os modelos já existentes na literatura brasileira e internacional. Em seguida, foram aplicadas entrevistas semiestruturadas a três empresas localizadas na região metropolitana de Porto Alegre e a especialistas de gestão de pessoas pertencentes ao corpo docente da Universidade Federal do Rio Grande do Sul. Como resultado, percebeu-se que duas das empresas entrevistadas apresentam modelos com características estratégicas e por competências, enquanto a outra empresa ainda possui práticas de modelos tradicionais de recursos humanos. Levando em consideração o atual cenário das empresas entrevistadas, juntamente com a opinião dos especialistas e autores da literatura, estruturou-se um modelo aplicável a organizações de diferentes portes e setores, sendo composto por 15 etapas agrupadas em 4 fases distintas: Planejamento Estratégico, Orientação e Mapeamento, Avaliação e Recompensa. ...

The increasingly competitive market has changed the way people are managed by organizations. In order to obtain competitive advantage, companies need to align employees with their strategy, and it can be achieved by using a people management model. This article aims to propose a people management model which integrates strategic and competency aspects. In order to do that, the study comprised different phases. Firstly, a Systematic Literature Review was conducted to analyze models that already exist in the Brazilian and International literature. Then, semi structured interviews were applied to three companies located in Porto Alegre metropolitan area and to people management specialists, who are faculty members at Universidade Federal do Rio Grande do Sul. As a result, it was verified that two of the companies present models with strategic and competency characteristics, while the other one still uses a traditional human resource model. Taking into consideration the current scenario of the interviewed companies, along with the specialists and literature authors’ opinions, a model that can be addressed to companies from different sizes and sectors was constructed, and it consists of 15 steps arranged in 4 phases: Strategic Planning, Orientation and Mapping, Evaluation and Reward. ...
