O Sistema do Tratado da Antártica (STA) : origem, desafios e impactos sobre a geopolítica do Atlântico Sul no século XXI

Abstract

A Antártica possui grande valor estratégico e geopolítico, o que levou muitos países a disputarem por territórios até meados do século XX. Desde então, a paz e a cooperação prevalecem na região através, especialmente, do Tratado da Antártica e do Protocolo ao Tratado da Antártica sobre a Proteção ao Meio Ambiente (Protocolo de Madri). Estes, juntamente com outras convenções, formam o que comumente se chama de Sistema do Tratado da Antártica (STA). Todavia, o aumento crescente da população, o avanço tecnológico, uma possível crise no fornecimento de recursos energéticos e novas sinalizações de reivindicações na Antártica apontam para um desgaste deste sistema, colocando seu futuro em risco, o que afetaria diretamente o oceano Atlântico Sul e as Relações Internacionais. Assim, esta pesquisa se propôs a discutir perspectivas futuras a partir da análise do STA, tendo em vista a seguinte problematização: possíveis mudanças no Sistema do Tratado da Antártica poderiam resultar em um espaço aberto a novas disputas e uma ameaça clara a militarização do Atlântico Sul. Utilizou-se, durante o desenvolvimento da pesquisa, a análise qualitativa como procedimento metodológico, que se deu a partir de dois tipos de pesquisa, a bibliográfica e a documental. Espera-se contribuir para estimular o debate nos mais diversos seguimentos da sociedade acerca da Antártica, mas do ponto de vista estratégico e geopolítico.

The Antarctic has a great strategic and geopolitical value, which has pushed many countries to compete its territories until the mid-twentieth century. Since then, peace and cooperation prevail in the region through, especially the Antarctic Treaty and the Protocol to the Antarctic Treaty on Environmental Protection (Madrid Protocol). These together with other conventions form, what is commonly called, the Antarctic Treaty System (ATS). However, the increasing population, technological advances, a possible crisis in the supply of energy resources and new signs of claims in Antarctica point to a wear of this system and theses factors putt their future at risk, which directly affect the ocean South Atlantic and International relations. Thus, this research aimed to discuss future perspectives based on the analysis of the ATS, in view of the following problematic: possible changes in the Antarctic Treaty System could result in an open space to new disputes and a clear threat to militarization of the South Atlantic. It was used during the development of research qualitative analysis as a methodological procedure that gave up from two types of research, bibliographic and documentary. It is expected to contribute to enhance the debate in various segments of society about Antarctica, but the strategic and geopolitical point of view.
