Programa nacional de alimentação escolar : uma oportunidade de fortalecimento da agricultura familiar e de promoção da segurança alimentar e nutricional em Camargo – RS

Abstract

O trabalho aborda a implementação do Programa Nacional de Alimentação Escolar no município de Camargo-RS. Com a aprovação da Lei da Alimentação Escolar (Lei nº 11.947/09), um importante precedente foi aberto nas relações de compra realizadas pelas Instituições Públicas e com auxílio da Emater e o Sindicato dos Trabalhadores Rurais, os agricultores estão em processo de adequação às exigências do Programa. No ano de 2010 foi iniciada a comercialização de gêneros alimentícios para as Instituições Escolares atendendo assim a todos os estudantes do município, No ano de análise (2010) a comercialização com a agricultura familiar foi de 34% dos recursos totais. Percentual que será ampliado com a adequação de mais produtores ao Programa e ampliação de gêneros disponibilizados. Além da utilização de gêneros alimentícios locais e frescos na alimentação escolar, foram inseridos no programa pedagógico da Escola aulas sobre nutrição e alimentação equilibrada. Para integração das famílias também são oferecidas palestras com ênfase na saúde relacionada com a alimentação com o intuito principal de aumentar a Segurança Alimentar e Nutricional dos envolvidos. Os resultados são apresentados por meio de tabelas e dados observados e obtidos através das entrevistas realizadas. Além de apresentar as dificuldades e potencialidades de adesão dos agricultores ao PNAE, também são apresentados os benefícios dos gêneros comercializados através do mesmo, para a SAN dos beneficiários. Percebesse as perspectivas dos agricultores e gestores em relação à ampliação do PNAE em Camargo –RS.

The paper addresses the implementation of the National School Feeding in the municipality of Camargo-RS. With the approval of the Food Law School (Law No. 11.947/09), an important precedent was opened in the relations of purchase made by public institutions. With the aid of Emater and the Union of Rural Workers, farmers were able to fit the requirements of the Program and in 2010 began to sell food items for the nursery, and municipal schools and the State High School Pandiá Calógeras, thus meeting all students of the municipality, the latter was emphasized in the delimitation of the observations. In the year of analysis (2010) marketing with the family farm was 34% of total resources. Percentage that will be expanded with more producers adequacy of the program and expansion of genres available. In addition to using fresh local food in school meals, were inserted in the school's educational classes on nutrition and balanced diet. For integration of the families are also offered lectures with emphasis on health related to diet with the main aim of increasing food and nutritional security of those involved. The results are presented through tables and observed data, obtained through interviews. Besides presenting the difficulties and potential membership of the PNAE farmers, are also shown the benefits of marketed through the same genre, for the beneficiaries of the SAN. They are perceived prospects of farmers and managers in relation to the expansion of the RS-PNAE in Camargo.
