O papel do BRICS no processo de ampliação do Conselho de Segurança da ONU

Abstract

Este trabalho aborda e tem como pergunta qual o papel do BRICS na discussão sobre a ampliação do Conselho de Segurança da ONU e destaca a necessidade de reforma devido à estrutura obsoleta do órgão. O trabalho se divide em três capítulos: apresentação do Conselho de Segurança; atuação do BRICS no cenário internacional, caracterizando sua forma de alinhamento, e análise das declarações do grupo em relação à reforma do CSNU. O objetivo central da pesquisa foi analisar a influência/peso dos países do BRICS na discussão sobre a ampliação do Conselho de Segurança e reforma da ONU, a partir das posições e interesses individuais — se atendo, principalmente, para a visão que a China e a Rússia têm no processo de ampliação do CSNU, pois revelam um ponto relevante para o problema. O estudo procurou a presença ou ausência de um protagonismo bricsiano nas discussões sobre a reforma do Conselho de Segurança. Para isso, o texto empregou as técnicas de Análise de Conteúdo de discurso de Laurence Bardin (2011), que envolvem uma abordagem quantitativa e qualitativa dessas declarações e buscaram padrões todas as vezes que o termo reforma foi apresentado nos documentos. Como hipótese, tem-se que os países do BRICS querem a ampliação, porém em diferentes graus. Eles divergem no formato da reforma e dos candidatos aos novos assentos. Apesar do comprometimento e do esforço observável e linear do BRICS em democratizar as instituições internacionais, as transformações efetivas no Conselho de Segurança ainda não ocorreram. A pesquisa contribui para a discussão sobre a necessidade de mudanças no sistema ONU.

This paper addresses and seeks to answer the question of the role of BRICS in the discussion on the expansion of the UN Security Council, highlighting the need for reform due to the outdated structure of the organization. The work is divided into three chapters: presentation of the Security Council; BRICS' role in the international scenario, characterizing its alignment, and analysis of the group's statements regarding the reform of the UN Security Council. The central objectives of the research were to analyze the influence/weight of BRICS countries in the discussion on the expansion of the Security Council and UN reform, based on their individual positions and interests. It focuses primarily on the views of China and Russia in the process of expanding the UN Security Council, as they reveal a significant aspect of the issue. The study sought to determine the presence or absence of BRICS protagonism in discussions on the reform of the Security Council. To do this, the text employed Laurence Bardin's (2011) discourse content analysis techniques, involving both quantitative and qualitative approaches to these statements, identifying patterns whenever the term "reform" was mentioned in the documents. The hypothesis is that BRICS countries want expansion, but to varying degrees. They differ in the format of the reform and the candidates for the new seats. Despite the commitment and observable, linear efforts of BRICS to democratize international institutions, effective changes in the Security Council have not yet occurred. The research contributes to the discussion on the need for changes in the UN system.
