Painel Intergovernamental sobre Mudanças Climáticas (IPCC) : ferramenta de mitigação da crise climática ou perpetuador da hegemonia?

Abstract

Este projeto tem como tema a contribuição do Painel Intergovernamental sobre Mudanças Climáticas (IPCC) e seu papel como Organização Intergovernamental (OIGs) na manutenção ou reformulação da Ordem Mundial. Em relação a este tema, percebe-se que mudanças drásticas no cenário climático acometem o século XXI e o futuro da humanidade, e, logo, também há diversas maneiras de documentar este tópico e o comunicar à comunidade internacional. Diante disso, a pergunta que orienta a pesquisa é a seguinte: a estrutura interna do IPCC cria um espaço - em sua representação acadêmica, edição e produção dos relatórios - que permite que tópicos referentes ao Sul Global sejam representados para que, portanto, sejam futuramente discutidos, ou perpetua a dominância de temas referentes ao Norte Global, reproduzindo a estrutura de poder do Sistema Internacional, sem permitir a discussão sobre responsabilização e políticas efetivas de combate à crise climática? Como hipótese de trabalho tem-se que a microestrutura do IPCC perpetua as relações desiguais de poder na macroestrutura das relações internacionais devido à - e por meio de - sua ordem e composição interna próprias, ao invés de trazer um espaço homogêneo de debate e diálogo entre os países do Norte Global e os do Sul Global. O objetivo geral da pesquisa, assim, é analisar o funcionamento do IPCC e a efetividade de sua estrutura no combate às mudanças climáticas no século XXI pela ótica do Sul Global, visando compreender se esta Organização Intergovernamental vigora como perpetuadora das estruturas de poder do Sistema Internacional ou como campo de debate que proporciona espaços de fala aos países do Sul Global, e age conforme seus interesses, em relação às mudanças climáticas. Para atingir seus resultados, a pesquisa adota a Teoria Crítica, utilizando das leituras de Robert Cox, juntamente aos conceitos de “climático múltiplo” e “climático singular”, de Livingston, Lovbrand e Olsson compreendendo os tipos de abordagens possíveis sobre as mudanças climáticas. Como resultado da pesquisa, tem-se que o IPCC, atualmente, apresenta um papel híbrido frente à hegemonia climática internacional. Ou seja, permitiu adequar-se à contemporaneidade, entretanto, segue apresentando desigualdades em sua estrutura.

This project has as its theme the contribution of the Intergovernmental Panel on Climate Change (IPCC) and its role as an Intergovernmental Organization (IGOs) in maintaining or reshaping the world order. In relation to this theme, it is evident that drastic changes in the climate scenario are affecting the 21st century and the future of humanity, and therefore, there are also various ways to document this topic and communicate it to the international community. In light of this, the research question guiding this study is as follows: Does the internal structure of the IPCC create a space – in its academic representation, editing, and production of reports – that allows topics related to the Global South to be represented so that they can be discussed in the future, or does it perpetuate the dominance of issues related to the Global North, reproducing the power structure of the International System without allowing for a discussion of accountability and effective policies to combat the climate crisis? The working hypothesis is that the microstructure of the IPCC perpetuates unequal power relations within the macrostructure of international relations, due to and through its own internal order and composition, instead of providing a homogeneous space for debate and dialogue between the developed countries of the Global North and the Global South. The general objective of the research is therefore to analyze the functioning of the IPCC and the effectiveness of its structure in addressing climate change in the 21st century from the perspective of the Global South, aiming to understand whether this Intergovernmental Organization functions as a perpetuator of the power structures of the International System or as a field of debate that provides speaking opportunities for countries of the Global South and acts in accordance with their interests in relation to climate change. To achieve its results, the research adopts Critical Theory, using the readings of Robert Cox, along with the concepts of "climatic pluralism" and "climatic singularism" from Livingston, Lovbrand, and Olsson, understanding the possible approaches to climate change. The research findings indicate that the IPCC currently plays a hybrid role in the face of international climate hegemony. In other words, it has managed to adapt to contemporary circumstances; however, it still exhibits inequalities in its structure.
