A contribuição sindical obrigatória : o impacto nas atividades dos Sindicatos do Rio Grande do Sul

Abstract

A partir da Lei da Reforma Trabalhista (LEI Nº 13.467), em 2017, ocorreram diversas alterações normativas. E dentre elas, o fim da obrigatoriedade da contribuição sindical. O objetivo desta pesquisa é descrever os impactos nas atividades internas dos seguintes sindicatos do RS: Sindicato dos Metalúrgicos da Grande Porto Alegre (STIMEPA), SINDIMETRÔ RS e Sindicatos dos Aeroviários de Porto Alegre. Como objetivos específicos tem-se: a) identificar a adesão dos trabalhadores aos sindicatos; b) Mapear as atividades que sofreram alterações com o fim da obrigatoriedade sindical; c) verificar ações do sindicato para lidar com a queda de receitas com o fim da contribuição sindical. O método utilizado foi a partir de casos múltiplos, de abordagem qualitativa, utilizando fontes documentais. Foi utilizado o instrumento entrevistas semiestruturadas para a coleta de dados, aplicadas em três dirigentes sindicais vinculados a três sindicatos de categorias profissionais do RS. Os resultados mostram que o fim da obrigatoriedade da contribuição atingiu a estrutura e o funcionamento de forma geral das entidades.

Since the Labor Amendment Law (Nbr. 13,467), in 2017, happened normative changes took place, and among them, the end of the mandatory union contribution. The aim of this research is to describe the impacts on the internal activities of unions in the state of Rio Grande do Sul, such as Sindicato dos Metalúrgicos da Grande Porto Alegre (STIMEPA), SINDIMETRÔ RS and Aeroviários Porto Alegre. The research also has as specific objectives: a) identify the adherence of workers to unions in recent years; b) map out which activities have changed since the end of compulsory union membership; c) to check unions’ actions to deal with the drop in revenues due to the end of union contributions. The method used is multiple cases, with a qualitative approach which was put together through bibliographic sources. The instrument used was a semi-structured interview which was applied to three union leaders linked to three unions of professional categories in RS The results show that the end of the mandatory union contribution reached the structure and general functioning of the entities.
