Governança da internet : o multissetorialismo na experiência africana

Abstract

Esse trabalho busca entender como os debates sobre a governança da internet no continente africano articulam a reflexão sobre os desafios dos modelos de governança baseados no conceito de multissetorialismo com os desafios sociais e econômicos da transformação digital. Para atingir esse objetivo, avaliamos como o multissetorialismo funciona na prática da governança da internet no contexto africano. A resposta hipotética a este questionamento é a seguinte: na África, a governança multissetorial da internet é fortemente condicionada pelo protagonismo de organismos intergovernamentais. Ainda assim, este é um trabalho exploratório, ou seja, não é possível testar propriamente a hipótese proposta. Além do engajamento prático, a análise de documentos primários e a revisão de bibliografia especializada foram procedimentos relevantes para a realização deste trabalho. Concluímos que há uma grande influência da União Africana e da Comissão Econômica das Nações Unidas para a África nas iniciativas de governança da internet do continente africano.

This work seeks to understand how the debates on internet governance in the African continent articulate the reflection on the challenges of governance models based on the concept of multisectoralism with the social and economic challenges of digital transformation. To achieve this goal, we assess how multistakeholderism works in internet governance practice in the African context. The hypothetical answer to this question is the following: in Africa, the multisectoral governance of the internet is strongly conditioned by the protagonism of intergovernmental organizations. Even so, this is an exploratory work, that is, it is not possible to properly test the proposed hypothesis. In addition to the practical engagement, the analysis of primary documents and the review of specialized bibliography were relevant procedures for carrying out this work. We conclude that there is a great influence of the African Union and the United Nations Economic Commission for Africa in the internet governance initiatives of the African continent.
