A Serra dos Tapes e o sistema-mundo : relações entre os sistemas agrários de uma região no Rio Grande do Sul/Brasil e os ciclos da economia-mundo

Abstract

O presente trabalho se configura como o estudo das transformações da Serra dos Tapes (RS) e sua integração à economia-mundo através das eras. Nesse sentido, a investigação faz uso de uma aplicação conjunta da teoria dos sistemas agrários de Marcel Mazoyer (1986) e a noção de sistema-mundo desenvolvida por Immanuel Wallerstein (1990) para ilustrar os desdobramentos produtivos agrícolas da região em relação à sua participação no capitalismo moderno. Trata-se de uma monografia centrada na problemática "como a inserção da Serra dos Tapes (RS) no sistema-mundo influenciou o desenvolvimento de seus sistemas agrários?" e que levanta a hipótese de que a posição periférica dos agentes regionais nas cadeias produtivas foi um fator decisivo para o desenvolvimento da atual forma social local. Dessa maneira, compreende-se que a configuração capital-terra-trabalho corrente é fruto da sobreposição de cinco modos produtivos distintos: o sistema agrário guarani, o sistema agrário das sesmarias, o sistema agrário quilombola, o sistema agrário colonial e o sistema agrário contemporâneo. E as mudanças entre tais momentos estiveram condicionadas, principalmente, às disputas pela hegemonia ocorridas no centro da economia-mundo.

The following research aims to report Serra dos Tapes (Rio Grande do Sul - Brazil) transformations and its world-economy integration through the ages. In this sense, the joint investigation and application of Marcel Mazoyer (1986) theory of agrarian systems and the notion of world-system developed by Immanuel Wallerstein (1990) illustrate the relationship between agricultural productive developments and the region's form of participation in modern capitalism. It is a monograph focused on the problem "how did the insertion of Serra dos Tapes (RS) in the world-system influence the development of its agrarian systems?" raising the hypothesis that the peripheral insertion of the territory in the productive chains was a decisive factor for the construction of the current local social form. In this way, it is understood that the current configuration of capital-land-labor was developed through the superposition of five distinct productive modes: the Guarani agrarian system, the sesmarias agrarian system, the quilombola agrarian system, the colonial agrarian system and the contemporary agrarian system. And the changes between such moments were conditioned, mainly, on the disputes for hegemony that took place in the center of the world-economy.
