Impactos socioeconômicos do fluxo migratório venezuelano para o Estado de Roraima na década de 2010

Abstract

Os fenômenos migratórios são engrenagens fundamentais da sociedade globalizada, andando em conjunto com a integração geográfica, de conhecimento e tecnológica que se dispõe atualmente. Contudo, é um tema pautado por diversos tabus e distorções, que muitas vezes norteiam erroneamente políticas públicas, que não são necessariamente embasadas em dados, estatísticas e informações de trabalhos acadêmicos. Dito isso, o presente trabalho realizou a análise do comportamento da série histórica de indicadores econômicos, do mercado de trabalho e sociais de Roraima, no período de intensificação do fluxo migratório venezuelano para a região (portanto, com um maior enfoque nos últimos 6 anos). O objetivo final não consistia em realizar correlações diretas entre os índices e o fenômeno migratório, mas sim avaliar qual o comportamento das séries históricas analisadas. Dessa forma, comprovou-se a hipótese de que no período de entrada intensa de venezuelanos na sociedade roraimense não houve piora nos indicadores econômicos, redução do nível de salários e, por fim, saturação dos sistemas públicos. Para tal, a monografia se utilizou de uma ampla bibliografia para apresentar os conceitos de migração, refúgio, asilo e imigração ilegal, dados e estatísticas da migração, contextualização histórica e da crise venezuelana geradora do fluxo, além de dados do IBGE, SECEX, PNAD e IPEA para avaliar o comportamento dos indicadores socioeconômicos. Com esse estudo, busca-se contribuir para reduzir os tabus e distorções que norteiam com frequência os fenômenos migratórios contemporâneos.

The migratory phenomenon is a fundamental gear of the globalized society, going along with the geographic, knowledge and technological integration. However, it is a topic guided by several distortions, often erroneously guiding public policies, which are not necessarily based on data, statistics and information from academic works. Given that said, the present work intended to analyze the behavior of the historical series of economic, labor market and social indicators in Roraima, in the period of intensification of the Venezuelan migratory flow to the region (therefore, with a greater focus on the last 6 years). The final objective was not to make direct correlations between the indices and the migratory phenomenon, but rather to evaluate the behavior of the series. In this way, it was proved the hypothesis that in the period of intense entry of Venezuelans into Roraima society there wasn’t economic harm, reduction of the level of wages and, finally, saturation of public systems. To this end, the monograph used an extensive bibliography to present theoretical concepts, data and statistics of migration, historical context and the Venezuelan crisis that generated the flow, in addition to data from IBGE, SECEX, PNAD and IPEA to evaluate the behavior of the indices. With this study, we seek to contribute to reducing the distortions that often guide this phenomenon so present today.
