A mudança na orientação dos planos quinquenais e em pesquisa e desenvolvimento na China (2001 – 2015)

Abstract

A partir da virada para o século XXI, a esfera de P&D da China passou a ostentar grandes níveis de investimento, especialmente por conta das alterações no âmago dos chamados Planos Quinquenais chineses, os quais determinam as diretrizes desenvolvimentistas do país. Desta forma, a presente pesquisa tem como objetivo analisar os reflexos destas alterações na agenda governamental sobre a área de P&D, indicando que, a partir do estabelecimento dos Planos de números 10, 11 e 12, os objetivos em alcançar não apenas um rápido crescimento econômico, mas também em apresentar uma indústria mais robusta e inovadora, além de oferecer melhores condições laborais a sua população, fizeram com que os gastos nas áreas científicas fossem quadruplicados em menos de duas décadas. Para tal, este trabalho visa, em um primeiro momento, apresentar uma análise cronológica sobre as mudanças políticas que país perpassou desde 1978, período marcado pela implementação de uma série de reformas econômicas que possibilitaram aos chineses grandes níveis de crescimento. A partir disso, a pesquisa busca ilustrar as mudanças no centro dos Planos Quinquenais, as quais foram fomentadas pela maior participação chinesa no comércio internacional, além da maior proximidade do governo central com o empresariado. Ao fim, nota-se que, a partir destas alterações nos ideais de inovação industrial, bem como nas condições sociais oferecidas à população, a China busca se apresentar como uma nação totalmente desenvolvida ainda neste século.

From the turn of the 21st century, China's Research and Development sector has been presenting high levels of investment, especially due to changes at the heart of the called Chinese Five-Year Plans, which determine the country's developmental guidelines. Thus, this research aims to analyze the reflexes of these changes in the government agenda on the area of R&D, indicating that, from the establishment of Plans 10, 11 and 12, the objectives of achieving not only rapid economic growth but also in introducing a more robust and innovative industry, as well as providing better working conditions for chinese population, have made scientific spending quadrupled in less than two decades. To this end, this paper aims, at first, to present a chronological analysis of the political changes that the country passed through since 1978, period marked by the implementation of a series of economic reforms that allowed to China the opportunity of acquiring high levels of growth. From this, the research seeks to illustrate the changes at the core of the Five-Year Plans, which were supported by the greater Chinese participation in international trade, as well as the closer proximity between the central government and the business community. Finally, it is noted that, from these changes in the ideals of industrial innovation, as well as the social conditions offered to the population, China seeks to present itself as a fully developed nation still in this century.
