Análise geográfica do orçamento participativo de Porto Alegre

Abstract

Este trabalho apresenta uma análise geográfica do Orçamento Participativo, um processo decisório participativo do governo municipal de Porto Alegre, no Estado do Rio Grande do Sul, no Brasil, entre os anos de 1989 e 1999. O trabalho mostra a estrutura, o funcionamento e a história deste processo e, também, analisa a distribuição dos investimentos públicos. O objetivo e a idéia principais deste estudo é a verificação da importância da participação popular neste processo planejamento urbano.

This work presents a geographical analysis of the Participatory Budget, a participatory making-decision process of the local government of the city of Porto Alegre, in the State of Rio Grande do Sul, in Brazil, between 1989 and 1999. The work shows the structure, functioning and history of this process, and analyses the spatial distribution of the public investiments. The objective and central idea of this study is to verify the importance of the popular participation in this urban planning process.
