As universidades são instituições chave para os Sistemas Nacionais de Inovação (SNI). Além da pesquisa e da formação de profissionais qualificados, disseminam conhecimentos de base necessários para o desenvolvimento tecnológico, através de suas interações. Nos países em desenvolvimento, limitações estruturais impedem que os SNIs se desenvolvam da mesma maneira que ocorre em países desenvolvidos. Problemas como a péssima distribuição de renda e elevada desigualdade social criam a necessidade de uma nova abordagem sobre o papel da universidade, focada não apenas nas suas interações com a indústria, mas também nas suas relações com outros agentes. Além disso, diversos autores argumentam que a interação universidade-empresa em países como o Brasil é limitada devido ao baixo investimento em P&D nas empresas e à ausência de indústrias de tecnologia de ponta. Com base na discussão recente sobre engajamento social da universidade, esse trabalho visa compreender como ocorre a interação universidade-sociedade no Rio Grande do Sul. Para tanto, é utilizado como base de dados o Censo de 2016 do Diretório dos Grupos de Pesquisa do Conselho Nacional de Desenvolvimento Científico e Tecnológico (DGP/CNPq). Analisa-se com quais agentes as universidades gaúchas interagem e que tipo de interações ocorrem, identificando diferenças entre as áreas do conhecimento e entre universidades públicas e privadas. Verificou-se que os grupos de pesquisa de universidades sul riograndenses possuem interação com diversos agentes, tais como o governo, as associações, cooperativas, fundações e hospitais. Os resultados sugerem que (1) as áreas do conhecimento que possuem maior proporção de grupos de pesquisa interativos são as Ciências Agrárias e as Engenharias; (2) as universidades públicas possuem um maior número absoluto de grupos interativos, porém a proporção “grupos interativos/grupos totais” entre universidades públicas e privadas é muito próxima; (3) os principais parceiros dos grupos de pesquisa são Universidades, faculdades e ICTs e Empresas Nacionais; (4) o tipo de interação que mais ocorre é pesquisa científica com e sem consideração de uso imediato, enquanto o desenvolvimento de software e atividades de engenharia não-rotineira são os menos frequentes. ...

Universities are key institutions in the National Innovation System (NIS). In addition to research and training of qualified professionals, they disseminate basic knowledge necessary for technological development, through their interactions. In developing countries, structural limitations prevent the NIS from developing in the same way as in developed countries. Problems such as pour income distribution and high social inequality create the need for a new approach on the role of the university, but also on its relations with other agents. Besides, several authors have argued that the university-company interaction in countries like Brazil is limited due to the low investment in R&D in firms and the absence of high-tech industries. Based on the recent discussion on the social engagement of the university, this monography aims to understand how university-society interactions take place in Rio Grande do Sul. For this purpose, the 2016 Census from the Directory of Research Groups of the National Council for Scientific and Technological Development (DGP/CNPq) is used as database. The analyzes aims to identify which agents the southern universities interact with and what type of interactions occur, as well as the differences between the areas of knowledge and between public and private universities. It was identified that research groups from universities in Rio Grande do Sul interact with several agents, such as the government, associations, cooperatives, foundations and hospitals. The results suggest that (1) the areas of knowledge that have the highest proportion of interactive research groups are Agrarian Sciences and Engineering; (2) among public and private universities, it was found that the public ones have a greater number of interactive groups, but with regard to the proportion of “interactive groups/total groups”, there is a proximity between them; (3) the main partners of the research groups are Universities, colleges and research institutes and National Companies; (4) the type of interaction that most occurs is scientific research with and without consideration for immediate use, while the development of software and non-routine engineering activities are the least frequent. ...
