Programa Minha Casa Minha Vida: um olhar a partir da Geografia

Abstract

O Brasil enfrenta o problema do déficit habitacional há anos, este que tem sua maior concentração na camada mais carente da população. Após a crise mundial econômica de 2008, o governo implementou o Programa Minha Casa Minha Vida (PMCMV), que aparece sob a narrativa principal de combater o déficit habitacional popular. Além do déficit quantitativo, a discussão proposta aqui é sobre a qualidade quanto a inserção urbana dos empreendimentos oferecidos a população. Em geral, as residências destinadas a Faixa 1 do programa acabam se localizando nas regiões mais periféricas das cidades, não dispondo de equipamentos urbanos que propiciem qualidade de moradia. Claramente a estrutura com que foi e é implementado o programa acaba beneficiando as grandes corporações do setor imobiliário, estas que apresentam uma concentração fundiária e participaram na formulação desta política pública. A questão econômica acaba antecipando a social, o que causa a negligência do direito à cidade aos beneficiários e intensifica a desigualdade social estrutural do país. As localizações distantes das regiões centrais afirmam a segregação socioespacial vivenciada pelos mesmos. A instalação do PMCMV no município de Porto Alegre/RS não foi diferente dos outros centros urbanos no país. Neste trabalho discute-se a inserção urbana dos empreendimentos frente aos equipamentos urbanos básicos para moradia. A partir dos conceitos de geografia, discutem-se os efeitos sociais no que tange a execução desta política pública urbana, inserida em um sociedade organizada de forma capitalista, que acabou sendo apropriada pelas grandes corporações.

Beyond of quantitative deficit, the discussion proposed here is about the quality as for the urban insertion of enterprises offered the population. In general the residences intended for track one of the program end up being located in the most peripheral regions of the cities, lacking urban facilities that provide housing quality. Clearly, the structure with which the program was implemented the program end up benefiting large real estate corporations, which have a land concentration and participated in the formulation of this public policy. The economic issue ends up anticipating the social one, which causes the neglect of the right to the city to the beneficiaries, which and intensifies the structural social inequality of the country. The distances locations of the central regions affirm the socio-spatial lived by themselves. The installation of the PMCMV in the county Porto Alegre- RS was not different of the others urban centers in the country. In this paper, the discussion is about the urban insertion of the enterprises in relation to basic urban housing equipment. From the concepts of geography, the discuss is about social affects in reference of from the execution urban public policy, inserted in a society organizated of way capitalism, which was eventually appropriated by large corporations.
