Uma avaliação da efetividade social do patrulhamento escolar de Gravataí : diferentes percepções

Abstract

Diante das dificuldades em enfrentar a violência e a criminalidade no Brasil, faz-se necessário implementar políticas públicas de segurança capazes de enfrentar esse fato tão presente na sociedade atual, a começar pela escola que, depois da família, é um dos principais lugares que acolhe a criança. Diante da violência e vandalismo nas escolas o município de Gravataí/RS por meio de sua Secretaria de Segurança e a Secretaria de Educação resolveu implantar a Patrulha Escolar, em 2016, com o intuito de proporcionar maior segurança à comunidade escolar. Neste trabalho se buscou medir a efetividade social e fazer uma análise da atuação da Patrulha Escolar da Guarda Municipal junto às escolas municipais de Gravataí, através da percepção dos diversos atores envolvidos. Entendendo que a avaliação é um processo de produção de informações sobre políticas públicas e a efetividade, uma medida valorativa da percepção dos beneficiários e dos implementadores das ações governamentais. Esta aproximação da comunidade escolar se deu por meio da aplicação de questionários e entrevistas semiestruturadas, a fim de entender a percepção dos alunos, professores e diretores, bem como dos guardas municipais e do Comandante da Guarda Municipal. Utilizou-se como fundamentação teórica os conceitos de Administração Pública, políticas públicas, políticas públicas de segurança, políticas públicas municipais, assim como um breve histórico das Guardas no Brasil, da Guarda Municipal de Gravataí e também se traçou um paralelo do policiamento tradicional ao policiamento comunitário e sobre o patrulhamento escolar da Guarda de Gravataí. Participaram da pesquisa cento e quarenta e quatro alunos, dois diretores, dois vice-diretores e vinte e dois professores de quatro escolas do município que foram escolhidas mediante o critério de atuação do patrulhamento, ou seja, uma escola para cada região atendida pela Patrulha Escolar. Após a análise dos dados coletados concluiu-se que os indicadores apontam que os objetivos delineados pela política são percebidos pela comunidade, assim como as ocorrências que ferem ao convívio social. Apresentamos também indicadores sobre a percepção em relação às atividades exercidas pela Patrulha Escolar. Esses indicadores mostram a importância do trabalho de prevenção atribuído aos agentes, contudo sugere que deve haver uma aproximação maior entre as escolas e a segurança através de atividades pedagógicas conjuntas e também palestras que contribuam para melhorar a qualidade da segurança nas escolas do município. Assim este trabalho pode contribuir para futuros estudos sobre a segurança no ambiente escolar com a participação da Guarda Municipal e sua Patrulha Escolar.

Facing the difficulties in facing violence and crime in Brazil, it is necessary to implement public security policies capable of facing this fact so present in today's society, starting with the school that, after the family, is one of the main places that welcomes the child. In the face of violence and vandalism in schools, the city of Gravataí / RS, through by means of Security Secretary and the Secretary of Education, decided to implement the School Patrol in 2016 with intent of providing greater security to the school community. In this study we sought to measure social effectiveness and make an analysis of the performance of the School Patrol of the Municipal Guard next to the municipal schools of Gravataí, through the perception of the various actors involved. Understanding that evaluation is a process of producing information about public policies and effectiveness, a measure valuation of the perception of beneficiaries and implementers of government actions. This approach of the school community occurred through the application of questionnaires and semi-structured interviews, in order to understand the perception of the students, teachers and directors, as well as of the municipal guards and the Commander of the Municipal Guard. Was used as theoretical basis the concepts of Public Administration, public policies, public security policies, municipal public policies, as well as a brief history of the Guards in Brazil, the Municipal Guard of Gravataí and a parallel was also drawn from traditional policing to community policing and about the school patrol of the Guard of Gravataí. One hundred and forty-four students, two directors, two vice-directors and twenty-two teachers participated in the study from four schools of the municipality were selected through the criterion of patrolling, that is, a school for each region served by the School Patrol. After analyzing the collected data, it was concluded that the indicators show that the objectives outlined by the policy are perceived by the community, as well as the occurrences that hurt social interaction. We also present indicators about the perception regarding the activities carried out by the School Patrol. These indicators show the importance of the prevention work assigned to the agents, but suggests that there should be a greater approximation between schools and safety through joint pedagogical activities and also lectures that contribute to improving the quality of safety in the municipal schools. Thus this work can contribute to future studies on safety in the school environment with the participation of the Municipal Guard and its School Patrol.
