A mudança da política externa a partir do governo Dilma : uma análise da atuação brasileira no BRICS de 2010 a 2018

Abstract

Este estudo pretende compreender as mudanças na política externa brasileira para o BRICS a partir do governo Dilma. Com esse objetivo, inicialmente se realiza um histórico da estruturação do agrupamento, bem como da política externa adotada pelo Brasil quando de sua criação, em 2009, durante o governo Lula. Nesse sentido, são abordados os principais aspectos das políticas externas adotadas pelos três governos vigentes desde a criação do BRICS: o segundo governo Lula, os dois mandatos de Dilma Rousseff e o governo de Michel Temer. Além disso, a partir da teoria desenvolvida por Charles Hermann (1990) busca-se entender quais são os fatores relevantes, no plano doméstico e internacional, para explicitar as mudanças da política externa como um todo, e da política externa especificamente para o BRICS. Inicialmente, na transição Lula-Dilma, percebe-se como os problemas políticos e econômicos, que caracterizaram o cenário doméstico, afetaram os esforços empreendidos internacionalmente. Tendência essa, que permaneceu com Temer no poder e que foi agravada pela diferente concepção que este governo tinha em relação à política externa a ser adotada, menos voltada para o multilateralismo e para as relações Sul-Sul, e mais voltada para o bilateralismo e para o aprofundamento do engajamento com as grandes potências comerciais. Dessa forma, o presente trabalho busca entender como tais mudanças afetaram a condução da política externa para o BRICS, ademais, de tentar projetar possibilidades para o futuro do agrupamento frente as polêmicas ideias do presidente eleito em 2018, Jair Bolsonaro.

This study intends to understand the changes in the Brazilian foreign policy for the BRICS since Dilma’s administration. With this aim, initially is done an historic of the group’s structuring, as well, of the foreign policy Brazil adopted when the group was created in 2009, during Lula’s government. In this sense, are addressed the main aspects of the foreign policies adopted by the three governments that have been in force since the BRICS creation: the second term of Lula’s administration, the two terms of Dilma and Michel Temer’s government. Besides, based on the theory developed by Charles Hermann (1990), this paper seeks to understand what are the relevant factors, in the domestic and internacional dimensions, to expalin the changes in the foreign policy as a whole, and in the foreign policy directed specifically to the BRICS. Initially, in the transition Lula-Dilma, is noted how the political and economical problems, that characterized the domestic scenario, affected the efforts internationally undertaken. Trend that remained with Temer in charge e that was aggravated by the different conception that conception that this administration had in relation to the foreign policy to be adopted, less focused in the multilateralismo and in the South-South relations, and more turned towards the bilateralismo and towards the deepening of the engagement with the major trading powers. Thus, the presente study seeks to understand how such changes affected the conduction of the foreign policy to the BRICS, in addition, of trying to project possibilities for the future of the group in face of the polemic ideas of the presidente elected in 2018, Jair Bolsonaro.
