Planejamento financeiro pessoal frente ao parcelamento de salários : um estudo com os funcionários públicos do estado do Rio Grande do Sul

Abstract

O parcelamento dos salários dos servidores públicos estaduais, determinado pelo governo do Estado do Rio Grande do Sul, causou grande impacto na vida financeira dos servidores e, por consequência, afetou o planejamento financeiro pessoal desses trabalhadores. O objetivo desse estudo é identificar os impactos do parcelamento de salários no planejamento financeiro pessoal dos servidores estaduais do Rio Grande do Sul. Quanto aos procedimentos metodológicos, este estudo classifica-se como quantitativo, descritivo e de levantamento (survey). A coleta dos dados se deu através de questionário online e totalizou 405 respondentes, sendo 388 respostas aproveitadas. Os resultados encontrados revelam que mais de 70% dos servidores já possuíam um planejamento financeiro estruturado e 32% iniciaram algum controle financeiro após o parcelamento. Dentre os principais meios utilizados para contornar o parcelamento de salários, destacam-se o corte de gastos e a contratação do empréstimo bancário do Banrisul, específico para os servidores afetados pelo parcelamento. Referente as notas atribuídas pelos servidores aos seus planejamentos financeiros, percebe-se que houve um impacto negativo devido ao parcelamento, passando de 7,73 para 5,93. Quanto aos assuntos educação financeira e contabilidade pessoal, os servidores afirmam não os dominar totalmente e atribuem notas medianas para seus conhecimentos nessas áreas. Nota-se que, apesar de haver uma preocupação dos servidores quanto à necessidade de aperfeiçoar seus planejamentos financeiros e melhorar seus conhecimentos, há uma falta de iniciativa deles para concretizar este desejo.

The installment of salaries of state public agents, imposed by the State of Rio Grande do Sul, had a big impact on the financial lives of many individuals and, consequently, affected the financial planning of these people and their families. The objective of this study is to identify the impacts of the salary installment in the personal financial planning of the state public agents of Rio Grande do Sul. As for the methodological procedures, this study is classified as quantitative, descriptive and survey. The data collection was done through an online questionnaire, applied to the servers that suffered the salary installment and totaled 405 respondents, being used in the research 388 answers. The results show that more than 70% of the servers already had a structured financial planning and 32% started some financial control after the installment. Among the main means used to circumvent the salary installment, stands out the cut in expenses and the hiring of Banrisul's bank loan, offered especially for the employees in this situation. Referring to the notes attributed by the servers to their financial planning, it is perceived that there was a negative impact due to the installment, passing from 7.73 for 5.93. About the subjects financial education and personal accounting, the servants claim not to totally dominate the subject and assign medium grades to their knowledge. It is noteworthy that, although there is a concern of the servants about the need to improve their financial planning and improve their knowledge in subjects such as financial education and personal accounting, there is a lack of initiative by them to realize this desire.
