A realidade contraditória da socioeducação direcionada aos adolescentes privados de liberdade

Abstract

Este trabalho tem como eixo principal aprofundar o debate frente à socioeducação, ou seja, frente ao atendimento socioeducativo direcionado aos adolescentes que infracionaram a lei, tratando exclusivamente da medida socioeducativa de privação de liberdade, a internação. Teve-se como cerne principal para a discussão e escolha deste tema o processo de estágio curricular obrigatório realizado na FASE/RS. Para a elaboração deste trabalho foi realizada uma pesquisa bibliográfica a partir do Portal de Teses e Dissertações da CAPES. A partir desta obteve-se 14 teses/dissertações que atenderam os critérios de pesquisa, as quais foram estudadas na intenção de obter respostas para o seguinte problema de investigação “Como as teses e dissertações que tratam sobre as categorias FASE/RS, medida socioeducativa de internação e socioeducação, abordam o caráter socioeducativo e o trabalho do assistente social na medida socioeducativa de internação?”. A partir deste problema, objetivou-se desenvolver um estudo com vistas a identificar, pautado nas teses e dissertações, o que é abordado sobre a socioeducação presente na execução desta medida, e como as/os Assistente Sociais trabalham neste espaço sócio-ocupacional. Com base nisso, o trabalho se divide em quatro eixos principais: as concepções de socioeducação, a materialização da medida de internação a partir da contradição entre punição e socioeducação, o trabalho da/do assistente social com a privação de liberdade de adolescentes, e, por fim, o estágio curricular obrigatório na FASE/RS; estes eixos de discussão transformaram-se em capítulos neste trabalho. A pesquisa bibliográfica e documental possibilitou um importante aporte teórico para perceber que a execução da medida socioeducativa de internação está permeada de contradições, carrega consigo um grande passado de coerção, segregação e punição, e demonstra a necessidade de inúmeras superações para que o trabalho apresente maior tendência à socioeducação que à punição. Por conseguinte, o trabalho da/do assistente social com a medida socioeducativa de internação está imerso nestas contradições, sofrendo influências importantes no seu exercício, o que necessita de constante fortalecimento das competências profissionais a partir de uma perpesctiva de totalidade ancorada na teoria social marxista, afim de não reproduzir somente um dos polos desta contradição, a punição. Entende-se que a socioeducação reproduz valores da sociedade capitalista, de modo a ser mais uma das diversas respostas criadas pelo Estado para às expressões da questão social.

This work has as main axis to deepen the debate regarding the socioeducation, that is, before the socioeducative service directed to adolescents who have violated the law, dealing exclusively with the socio-educational measure of deprivation of liberty, hospitalization. The main focus for the discussion and choice of this theme was the compulsory curricular internship process carried out at FASE/RS. For the elaboration of this work a bibliographic research was carried out from the Portal of Thesis and Dissertations of CAPES. From this, we obtained 14 theses/dissertations that met the research criteria, which were studied in order to obtain answers to the following research problem: "Like the theses and dissertations dealing with the categories FASE/RS, socioeducative measure of internment and socioeducation, address the socio- educational character and the work of the social worker in the socio-educational measure of hospitalization? Based on this problem, the objective was to develop a study aimed at identifying, based on theses and dissertations, what is discussed about the socio-education present in the implementation of this measure, and how the Social Worker works in this social- occupational space. Based on this, the work is divided into four main axes: conceptions of socioeducation, the materialization of the hospitalization measure from the contradiction between punishment and socio-education, the work of the social worker with the deprivation of freedom of adolescents, finally, the compulsory curricular internship at FASE/RS; these axes of discussion have become chapters in this work. The bibliographic and documentary research made possible an important theoretical contribution to realize that the execution of the socioeducative measure of hospitalization is permeated with contradictions, carries with it a great past of coercion, segregation and punishment, and demonstrates the need for numerous overcompensations in order for the work to present greater tendency towards social education than to punishment. Therefore, the work of the social worker with the socio-educational measure of hospitalization is immersed in these contradictions, suffering important influences in its exercise, which necessitates a constant strengthening of professional skills from a perspective of totality anchored in Marxist social theory, in order not to reproduce only one of the poles of this contradiction, the punishment. It is understood that the socioeducation reproduces values of capitalist society, so as to be one of several responses created by the State to the expressions of the social question.
