Da intimidação nuclear ao escudo antimíssil : condicionantes do programa estratégico-nuclear chinês

Abstract

Este trabalho pretende examinar a conexão entre a intimidação nuclear e os processos de proliferação nuclear no Sistema Internacional (SI). Como estudo de caso, tratar-se-á da conformação do Programa Nuclear Chinês. Devido à intimidação nuclear, a China ainda operou a construção da chamada “Terceira Linha de Defesa”, deslocando recursos, indústrias e investimentos em infraestrutura para o centro do país. A Terceira Linha de Defesa foi associada a uma vasta rede de túneis e abrigos subterrâneos que deveriam servir como retaguarda para a China na hipótese de invasão terrestre ou guerra nuclear. Os problemas que esta pesquisa buscar· abordar referem-se a: (1) Quais os principais condicionantes sistêmicos que conduziram a China a constituir uma força nuclear estratégica? (2) Quais foram os potenciais impactos da intimidação nuclear na dinâmica da política interna chinesa?; (3) A julgar pela experiência chinesa, qual é o resultado mais provável da intimidação nuclear no SI?; e (4) Qual o impacto hodierno da constituição da arquitetura do Escudo Antimíssil no leste asiático? Como conclusões parciais, argumentamos que: (1) A intimidação nuclear foi o principal imperativo para a China iniciar seu Programa Nuclear; (2) Acredita-se que processos de radicalização na política interna chinesa, tais como a consolidação do Grande Salto Adiante, possuem relação com o impacto da diplomacia coercitiva sobre o país; (3) Que o uso da intimidação nuclear leva ao aumento da percepção de ameaça nos atores do sistema, gerando maior estímulo para a proliferação nuclear; e (4) Que a constituição da arquitetura do Escudo Antimíssil no leste asiático tem levado a China a acelerar e aprofundar sua modernização estratégica-nuclear, de modo a possibilitar ao país a manutenção de uma capacidade crível de segundo ataque.

This work intends to examine the connection between nuclear blackmail and the processes of nuclear proliferation in the International System (IS). As case study, it will treat about the conformation of the Chinese Nuclear Program. Due to the nuclear blackmail, China still operated the construction of the called “Third Line of Defense”, shifting resources, industries and infrastructure investments to the center of the country. The Third Line Defense was associated with an extensive network of tunnels and underground shelters that should serve as rearward for China in case of ground invasion or nuclear war. The questions that this research will seek to address refer to: (1) Which are the main systemic conditions that led China to built a Strategic Nuclear Force? ; (2) Which were the potential impacts of the nuclear blackmail on the Chinese domestic policy dynamics? ; (3) Judging by the Chinese experience, which is the most likely outcome of the nuclear blackmail in the IS?; and (4) Which is the contemporary impact on the constitution of the National Missile Defense architecture in East Asia?. As partial conclusions, we argue that: (1) The nuclear blackmail was the main imperative for China to start its domestic nuclear program; (2) It is believed that the processes of radicalization on the Chinese domestic policy, as the consolidation of the Great Leap Forward, have connection with the coercive diplomacy over the country; (3) The use of nuclear blackmail led to the increase of threat perception of the players in the system, engendering a bigger incentive for the nuclear proliferation; and (4) The constitution of the National Missile Defense architecture in East Asia has led China to accelerate and deepen its strategic-nuclear modernization, so to enable the country the maintenance of a credible second-strike capability.
