O presente trabalho propõe o estudo da Política Externa Brasileira (PEB) diante de uma dualidade: a de país ao mesmo tempo produtor e importador de petróleo. Defende que esse recurso energético é de suma importância para a economia e política internacionais, partindo da descrição de ações estatais e crises mundiais motivadas pela necessidade de controle de poços petrolíferos e de assegurar o abastecimento. Procura inserir a região do Atlântico Sul e, por conseguinte, o Brasil, em um novo cenário internacional, com novos polos consumidores e produtores que perpassam o eixo tradicional Estados Unidos – Europa – Oriente Médio. Por fim, estabelece como foco de pesquisa a verificação de como a diplomacia do Brasil se posiciona frente a essa realidade e se a PEB garante o abastecimento energético necessário ao desenvolvimento nacional. Com um recorte temporal do Governo de Luiz Inácio Lula da Silva (2003-2010), analisa as principais mudanças nas diretrizes da PEB para energia, principalmente após a descoberta do pré-sal em 2006. Para tanto, buscou-se uma pesquisa bibliográfica e de fontes primárias de modo a embasar as discussões apresentadas. This paper seeks the study of the Brazilian Foreign Policy in face of a duality: a country at the same time producer and importer of oil. This paper seeks the study of the Brazilian Foreign Policy in face of a duality: a country at the same time producer and importer of oil. It is argued that this resource is of paramount importance for international economy and politics, based on the description of State actions and global crisis motivated by the necessity to control and to ensure the supply of this feedstock. It hopes to place the South Atlantic region, thus Brazil, in a new international scene, with new consumers and producers that exceeds the traditional axis United States – Europe – Middle East. Ultimately, the focus of this research is the verification of how Brazilian diplomacy positions itself in front of this reality and if it guarantees the energy provision needed to the national development. The time frame is Luiz Inácio Lula da Silva’s administration (2003-2010), chosen in order to analyze the main changes in Brazilian energy’s Foreign Policy, especially after discoveries in the pre-salt layer in 2006. Therefore, it is presented a literature review and primary sources are used so as to base this discussion. At the end, it is resumed the duality presented, and a reflection is made on the current energy foreing policy. ...
