Violência policial : análise das denúncias apresentadas à Ouvidoria de Segurança Pública do Rio Grande do Sul

Abstract

Este trabalho versa sobre a prática adotada pela segurança pública brasileira na tentativa de manter a ordem pública e diminuir as taxas de violência: os excessos cometidos por policiais, conforme percepção de cidadãos que realizam denuncias de tais atos. Para essa finalidade, será utilizado a análise de denúncias realizadas à Ouvidoria de Segurança Pública do Estado do Rio Grande do Sul (OSP/RS) no ano de 2013. É mostrado um mecanismo institucional das polícias que legitima o uso da violência pelos agentes da segurança pública, no qual o próprio mecanismo de denúncia contra os atos violentos é desenhado e implementado para consentir com tais atos. Este trabalho investiga a violência policial de maneira a promover o debate sobre a transformação do modelo de segurança vigente.

This paper is about one of the practice adopted by the brazilian public security in attempt to keep public order and decrease the violence rates: the overuse of force by police officers, as seen by the citizen that formalized complains against it. An analysis of the complaints to the public security ombudsman of the state of Rio Grande do Sul (OSP/RS) in the year 2013 will be used for this finality. A police institutional mechanism that legitimates the use of violence by the agents of public security is shown, in which the own complaint mechanism against the violent acts is constructed and implemented to consent these acts. This study investigates the police violence with the finality to promote the discussion about the transformation in the current security model.
