A integração sul-americana e a iniciativa IIRSA : a infraestrutura regional em perspectiva

Abstract

A monografia analisa a questão da IIRSA – Iniciativa para a Integração da Infraestrutura Regional Sul-Americana - no contexto da integração sul-americana dos anos 2000 em diante, considerando que a mesma foi uma importante parte da trajetória integracionista da América do Sul na última década. Assim, a monografia apresenta um histórico e contexto político da integração sul-americana, analisa as características da iniciativa como uma parte de um projeto maior de integração, além da forma pela qual ela foi executada, com vistas a identificar os interesses regionais e nacionais envolvidos. É feito um balanço sobre o contexto político e histórico em torno do momento em que a IIRSA surgiu, além de fazer uma análise sobre sua estrutura institucional. Pretende-se com isso compreender os motivos que levaram à sua criação e ao se conhecer melhor sua elaboração, chegar aos objetivos propostos pelos envolvidos. É analisado também como se deu a execução do projeto e os impactos que ele vem produzindo para os países envolvidos, positivos e negativos.

The paper analyzes the issue of IIRSA – Initiative for the Integration of Regional Infrastructure of South America – in the context of the South American Integration after the decade of 2000, considering that the initiative was an important part of the integrationist trajectory of South America in the last decade. So, the paper presents the history and political context of the South American integration, analyze the characteristics of the initiative as a part of a bigger integration project, as well as the way it was executed to identify the regional and national interests involved. It is made an analysis about the political and historical context of the moment IIRSA was created, as well as an analysis of its institutional structure. It intends to understand the motives that led to its creation and, knowing better its elaboration, get to the proposed objectives by the ones involved. It is also analyzed the way the execution of the project was done and the impacts it has been making to the countries involved, positive and negative ones.
