O lugar da fala e a fala do lugar : reverberações dos discursos da população LGBTQIAPN+ nas últimas Conferências Nacionais de Saúde

Abstract

O presente artigo teve como objetivo analisar a participação da população LGBTQIAPN+ nas Conferências Livres (CL) da 17ª Conferência Nacional de Saúde. Neste artigo adotamos a técnica de análise de conteúdo em pesquisa qualitativa, com análise de duas entrevistas conduzidas com três organizadores de duas CL. Destaca-se que a participação expressiva garantida pelas CL reflete o debate e a deliberação de propostas feitas por e para pessoas com diversas identidades de gênero e orientações sexuais, marcando um retorno e fortalecimento da democracia no país. A participação e o debate se efetivam em forma de proposta na 17ª CNS, possibilitando aos gestores a visibilidade de pautas ao realizar o planejamento das ações de saúde para o próximo quadriênio, considerando que a população LGBTQIAPN+ não acessa plenamente os serviços de saúde no SUS. A ausência de discussão e de espaços sendo ocupados pelo grupo foram dispositivos para reivindicação por equidade, universalidade e integralidade. Esta análise amplia as possibilidades de visibilidades e dizibilidades, diálogo e luta na produção e execução dos direitos da população LGBTQIAPN+, trazendo à cena a importância dos movimentos populares na desburocratização ao acesso à saúde e ao controle social.

The aim of this article was to analyze the participation of the LGBTQIAPN+ population in the Free Conferences (CL) of the 17th National Health Conference. In this article we adopted the technique of content analysis in qualitative research, with analysis of two interviews conducted with three organizers of two LCs. It is noteworthy that the significant participation guaranteed by the CLs reflects the debate and deliberation of proposals made by and for people with diverse gender identities and sexual orientations, marking a return and strengthening of democracy in the country. Participation and debate took the form of proposals at the 17th CNS, enabling managers to make their agendas visible when planning health actions for the next four years, considering that the LGBTQIAPN+ population does not fully access health services in the SUS. The lack of discussion and spaces being occupied by the group were devices for demanding equity, universality and comprehensiveness. This analysis expands the possibilities of visibility and visibility, dialogue and struggle in the production and execution of the rights of the LGBTQIAPN+ population, bringing to the fore the importance of popular movements in reducing bureaucracy in access to health and social control.
