Proposta de aplicação do orçamento base zero em um departamento financeiro de uma empresa multinacional

Abstract

Este trabalho analisou a proposta de aplicação do orçamento base zero em um departamento financeiro de uma empresa multinacional do ramo industrial de climatizadores, localizada na grande Porto Alegre. O estudo teve como escopo elaborar uma pesquisa bibliográfica desde o planejamento até o orçamento base zero, com o intuito de moldar o estudo de caso apresentado. Tendo em vista que procurou-se apresentar um instrumento que melhor contribuísse para o gerenciamento dos recursos a serem despendidos pelo departamento financeiro da empresa Alfa, para isso, foi proposto etapas a serem seguidas para possível aplicação do OBZ no departamento, a fim de fortalecer o processo orçamentário, gerando uma maior análise, retorno e crítica dos recursos a serem utilizados. Desse modo, procurou-se formas e métodos aplicados na implementação do Orçamento Base Zero em empresas segundo alguns autores. Sendo que o resultado final foi a conclusão de que a aplicação do OBZ pode ser feita em qualquer organização independente do porte, e que o fator chave para seu funcionamento é o apoio total da administração da empresa e conscientização dos funcionário desta, por ser um processo crítico, oneroso e que demanda muito tempo das pessoas envolvidas. Em contrapartida este evita a perpetuação de ineficiências nos processos e, ainda, aumenta o envolvimento e o interesse das pessoas, melhorando sensivelmente sua motivação. Tendo em vista que o objetivo principal do OBZ é envolver todos os empregados, buscando empenho e comprometimento com os resultados da empresa.

This study examined the proposal for implementing Zero-Base Budgeting (ZBB) in the financial department of a multinational company in the business of industrial air conditioners, located near Porto Alegre. The objective of this study is to revise the literature from the planning to the implementation of Zero-Base Budgeting, in order to support the case study. Since the intention was to present an instrument that contributes to better management of resources to be spent by the financial department of Alfa company, for this, steps were proposed to be followed for possible application of ZBB in the department, in order to strengthen the budget process, generating a further analysis, feedback and review of resources to be used. Thus, ways and methods applied in the implementation of Zero-Base Budgeting in companies were sought, according to some authors. Since the end result was the finding that the application of ZBB can be done in any organization regardless of its size, and that the key to its operation is the full support of company management as well as its employee’s engagement, because it is a critical and costly process that requires a lot of time of people involved. On the other hand, it avoids the perpetuation of inefficiencies in the process and also increases the involvement and interest of people, greatly improving their motivation. Considering that the main objective of ZBB is to involve all employees, seeking their efforts and commitment to the company's results.
