dc.description.abstractO presente trabalho de conclusão de curso tem como tema a mudança no perfil racial dos oficiais da Brigada Militar a partir da exigência do bacharelado em Direito como pré-requisito para ingresso e ainda a possibilidade de existência de racismo e discriminação racial praticada de forma institucional na Brigada Militar e foi delimitado tendo como ponto de partida a baixa incidência de oficiais pardos e negros a partir da exigência do bacharelado em Direito para ingresso no cargo de Capitão, se comparada com a incidência de oficiais dessas categorias incluídos anteriormente à nova exigência. O problema de pesquisa questiona se realmente é possível afirmar que houve a redução de oficiais pardos e negros a partir do ano de 2004; e ainda, se existem casos de racismo e discriminação racial nos processos internos. O objetivo geral pretende verificar se existe um processo de branqueamento dos oficiais a partir de 2004; e ainda, se existem casos de racismo ou discriminação racial nos processos internos de promoção, movimentação ou designação para funções. Quanto à natureza a pesquisa é quali-quantitativa. Quanto aos fins e objetivos a pesquisa é exploratório-descritivo-explicativa O referencial teórico foi construído a partir das correntes que estudam o racismo no Brasil e as consequências sócio-culturais da escravidão na sociedade. Parte-se de um pressuposto que a baixa incidência de negros e pardos nos cursos superiores de Direito, refletirá na diminuição destas categorias no corpo de oficiais. Ainda, que a existência de regramentos objetivos exclui a discriminação racial na carreira. Busca-se verificar, a partir da representatividade dos negros e pardos na carreira dos oficiais, se a exigência do bacharelado em Direito influenciou na redução da presença de negros e pardos no grupo dos oficiais; e ainda, se existem situações de racismo e discriminação racial institucional contra oficiais negros e pardos. Conclui-se que a diminuição de oficiais negros e pardos foi significativa a partir da mudança no pré-requisito de ingresso. Ainda, que a análise das histórias de vida dos oficiais negros e pardos remete a reprodução de atos de discriminação racial a partir de uma herança cultural oriunda dos processos de colonização europeia e do sistema de escravidão.pt_BR
dc.description.abstractThe present work of conclusion of course has as subject the change in the racial profile of the officers of the Military Police from the requirement of the bachelor in Law as prerequisite for admission and also the possibility of racism and racial discrimination practiced institutionally in the Military Police and was delimited with the starting point of the low incidence of brown and black officers from the requirement of a bachelor's degree in law to enter the position of Captain, if compared with the incidence of officers from those categories previously included in the new requirement. The research question questions whether it is really possible to affirm that there was a reduction of brown and black officers from the year 2004; and whether there are cases of racism and racial discrimination in internal processes. The objective is to verify if there is a bleaching process for officers as of 2004; and whether there are cases of racism or racial discrimination in the internal processes of promotion, movement or appointment to functions. As for nature research is qualitative-quantitative. Regarding the aims and objectives the research is exploratory-descriptive-explanatory The theoretical framework was constructed from the currents that study racism in Brazil and the socio-cultural consequences of slavery in society. It is assumed that the low incidence of blacks and browns in law courses will reflect in the decrease of these categories in the corps of officers. Moreover, the existences of objective regulations exclude racial discrimination in the career. It is tried to verify, from the representativeness of the blacks and browns in the career of the officers, if the requirement of the baccalaureate in Law influenced in the reduction of the presence of blacks and browns in the group of the officers; and if there are situations of racism and racial discrimination against black and brown officials. It is concluded that the decrease of black and brown officers was significant from the change in the prerequisite of admission. Furthermore, the analysis of the life histories of black and brown officers refers to the reproduction of acts of racial discrimination based on a cultural heritage derived from the processes of European colonization and the system of slavery.en
